The SOQ will be used by City staff to select the most qualified consultant. After the initial scoring by staff, the

City may ask the top 2-3 respondents for a brief interview. The interview step may not be required depending on the qualifications received, but if interviews take place, they will be during the 1st or 2nd week in

September. If an interview is required, the City is currently anticipating a Teams meeting, in which the consultant would prepare a brief 10-15 minute presentation before a question and answer session. After the interviews, the City would potentially revise the scores in the selection criteria categories and then make a selection of the top ranked consultant.

All consultants who submitted qualifications will be notified when the results are finalized, along with the top 3 selected consultants and their overall scores. Additional results and scoring breakdowns will not be provided.

The top ranked consultant will be notified and the final scope and hours will be negotiated. If an agreement cannot be reached with the top ranked consultant, the City will start negotiations with the next highest ranked consultant. The engineering agreement format will be Time and Material, Not to Exceed. Approval of the engineering agreement is subject to approval by the City Council.

The City of Aurora reserves the right at any time and for any reason to cancel this consultant procurement process, to reject any or all SOQs, or to accept an alternative SOQ. The City of Aurora reserves the right to discard any immaterial SOQ. The City and/or staff may seek clarification from a submittal at any time and respond promptly if there is cause for rejection. The City of Aurora will not be liable in any way for any costs incurred by consultants in replying to this request.

2. Project Details

The project is located at the Aurora Water Treatment Plant (WTP), 1111 Aurora Ave., Aurora, IL 60505, which has 5 lime sludge lagoons. The map in the attachment section shows the locations of the lagoons.

• Lagoons #2 and #5 east of WTP building are concrete lined

• Lagoons #1, #3, and #4 north and west of WTP building are clay lined o Lagoon #1 has PCC wall around the top only

• All sludge is removed with an onsite excavator, loaded into semis, and is land applied or disposed of at a landfill.

• Lagoons #3 and #4 - sludge is removed and excavated from both sides of the lagoon

• Lagoons #1, #2 and #5 - sludge is removed and excavated from 1 side of the lagoon

• Bottom and center of Lagoons #3 and #4 have a 15’ wide PCC bottom with perforated drain tile running longitudinally down the center

WTP softening lime slurry is drained by gravity to the lagoons, once full and solids sufficiently dried, lime sludge is removed with a long reach excavator and land applied or disposed of at a landfill. Drain tiles are present to remove moisture. Each lagoon has different layouts of perforated pipes to dry the beds, but generally these drains run longitudinally and transverse, sometimes in a diamond pattern and are covered with pea gravel to prevent floatation.

The city has various operational difficulties with Lagoons #1, #3, and #4. It is desirable to modify at least some of the clay lined lagoons to be PCC lined.

3. Scope of Services

The City is in need of an Engineer to provide design services and construction engineering services for the lagoon construction. The physical construction timeline for each lagoon is as follows:

• Lagoon #4: June 1, 2027 to July 31, 2027

• Lagoon #3: 2028

• Lagoon #1: 2029 pending available budget

The Consulting Engineer shall perform and carry out, in a professional and satisfactory manner, the necessary services required to complete the requirements included in this project. The services to be provided are preliminarily described as follows. All work must adhere to City, IDOT, and IEPA standards.

Design Services:

• Attend a Kick-Off Meeting with the City, including preparation of the required agenda/exhibits and minutes.

• Data Collection and review –to be used for exhibits, presentations, design drawings, and specifications as necessary.

• A detailed topographic survey of lagoons 1, 3 and 4 was completed by the City in 2023 which will be used for the planning and design of the project. AutoCAD files will be given to the selected consultant. Since the City has surveying staff and equipment, if any additional surveying is needed by the consultant, the City will perform the additional surveying. Lagoon #4 will be in service during most of the design phase. Substantial changes in the existing clay bottom elevations are not expected but may be field checked if Lagoon #4 is emptied during the design phase.

• Perform environmental assessments, environmental clearances and preparation of environmental documentation as required per IDOT standards including special waste (if needed). Include wetlands delineation if needed.
