About this file

This file contains city details and supporting documentation for the City of Daytona Beach's Mosaic Sidewalk Modifications project (ITB 2621), a three-phase sidewalk infrastructure improvement initiative in Volusia County, Florida. The project scope encompasses the removal and replacement of existing sidewalks with comprehensive improvements including 9,208 square yards of concrete sidewalk installation, 45,000 square feet of architectural paver installation, 220 square feet of detectable warning surfaces, and 7,401 square yards of performance turf restoration. A non-mandatory pre-bid conference is scheduled for December 17, 2025, at 10:00 a.m. via Microsoft Teams, with the bid submission deadline set for January 6, 2026, at 2:00 p.m. through the OpenGov procurement platform. All bid responses must be submitted electronically; no paper bids will be accepted. Bidders may participate in a virtual bid opening, and the project will be evaluated across three distinct sections: Concrete Sidewalk, Brick Pavers – Driveways, and Landscape.

Contractors must demonstrate a minimum of three years of successful operations, hold appropriate licensure, and maintain a minimum combined single limit liability insurance of $1,000,000. Bid security of 10 percent is required, with awarded contractors furnishing 100 percent performance and payment bonds. The solicitation includes a local vendor preference provision allowing local vendors within 10 percent of the lowest bid to submit best and final offers. Mobilization and maintenance of traffic costs are capped at 5 percent of the total project amount. The contract includes a one-year general warranty from substantial completion and provisions for liquidated damages for schedule non-compliance. The City reserves the right to award multiple contracts or select secondary bidders based on responsiveness and overall project requirements. Questions must be submitted through the platform's Question and Answer tab, with the deadline specified in the project timeline, and all addenda and clarifications will be published through this same feature.
