About this file

This document is a reference guide to the Citrus County, Florida Code of Ordinances that establishes the regulatory framework governing code enforcement activities in the county. The file provides citations and links to three primary chapters that define the legal authority and procedures under which the Special Master and Alternate Special Master will operate: Chapter 19 (Code Enforcement Ordinance), Chapter 20 (Nuisance Ordinance), and Chapter 106 (Waterways). These ordinances form the substantive basis for code violation hearings and enforcement actions that the Special Masters will conduct monthly on the third Wednesday at 9:00 am at the Citrus County Courthouse, with hearings addressing alleged violations across multiple county codes including the Land Development Code. The Letters of Interest submission deadline is March 24, 2026, at 2:00 pm through the OpenGov procurement portal, with public opening scheduled for 2:15 pm the same day via Microsoft Teams, and Board of County Commissioners approval anticipated by April 14, 2026. The initial contract term is one year from execution with options to renew for four additional one-year periods, subject to satisfactory performance, mutual agreement, and fund availability.

Citrus County will award contracts to the two lowest responsive and responsible bidders based on respondent qualifications, compliance with prescribed requirements, and proposed hourly rates. Successful candidates must be Florida Bar members in good standing for a minimum of five years with demonstrated knowledge of Citrus County Code, Land Development Code, and Chapter 162 Florida Statutes, along with a reputation for integrity and professional ability. Special Masters will be classified as independent contractors rather than County employees and may maintain private practice provided there are no conflicts of interest and private work does not interfere with County obligations. Compensation will be established through hourly rates specified in executed agreements and paid in compliance with the Florida Prompt Payment Act. No set-aside designations or restrictions limiting responses to particular enterprise categories have been identified, and no incumbent vendors or current contractors are referenced in the procurement materials. Either party may terminate the contract with sixty days written notice, or the County may terminate with thirty days notice if funding becomes unavailable.
