About this file
This Statement of Work (SOW) outlines technical support and upgrades for the Utah Test & Training Range (UTTR) Optical Tracking Mounts Remote Control System. The primary objectives include integrating Eglin Cine-Theodolites (Cine-Ts) into the UTTR tracking system, upgrading remote control software for Windows-11 compatibility, developing a unified control interface, upgrading slip-ring data throughput, improving dome drive control software, and providing ongoing maintenance services.
Key deliverables include documentation of mount feedback message formats, a self-installing Windows-11 compatible remote control system application, a functional interface for controlling Eglin Cine-Ts, a re-configuration slip-ring schematic for increased data throughput, modified dome drive source codes, and executable control software. The contractor will be required to provide qualified personnel, maintain clear communication with UTTR, adhere to security regulations, and undergo acceptance testing to ensure functionality and compliance with specifications. Regular progress updates and communication will be maintained through email, phone calls, and weekly meetings.

Statement of Work:
Support for UTTR Optical Tracking Mounts Remote Control System
1. Introduction
This Statement of Work (SOW) outlines the requirements for technical support and upgrades to the Utah Test & Training Range (UTTR) Optical Tracking Mounts Remote Control System. The goal of this work is to enhance the system's capabilities, security, longevity, and ease of use, and to facilitate the integration of Eglin Cine-Theodolites (Cine-Ts) into the UTTR tracking system.
2. Scope of Work
The Contractor will provide the following services.
(1) Eglin Cine-Theodolite (Cine-T) Integration Support
Description: Provide technical support for the integration of Eglin Cine-Ts into the UTTR tracking mounts remote control system.
Deliverables (see CDRL A001):
Documentation detailing the exact format of the mount feedback message leaving the UTTR Cine-T Servo Digital Controller (SDC) on TCP Port 3000 connecting to the host computer TCP Port 3000, including:
Byte #
Length
Value
Measurement Unit
Description
Documentation detailing the exact format of the mount feedback with ID message leaving the UTTR Cine-T host computer UDP Port 6935 to the TDOP computer UDP Port 49500, including:
Byte #
Length
Value
Measurement Unit
Description
May require direct communication with Eglin engineers.
(2) UTTR Remote Control Software Upgrade (Windows-11 Compatibility)
Description:
Upgrade the UTTR remote control software (the application used by the UTTR Remote Control Station (RCS) to control the Cine-T) to ensure compatibility with Windows-11 OS.
This includes enhancing security and longevity. The work may also include replacing old-controlled joysticks with newer, more user-friendly models.
Deliverables:
Self-installing UTTR remote control system application that is fully compatible with Windows-11 OS.
(3) UTTR Remote Control Software Interface Development for Eglin Cine-Ts
Description: Develop an interface that allows the UTTR remote control software (described in item (2)) to control the Eglin Cine-Ts. This will enable unified control of both UTTR and Eglin Cine-Ts from the UTTR Remote Control Center (RCC), minimizing preparation work for each additional Eglin Cine-T deployed.
Deliverables:
Fully functional interface within the UTTR remote control software allowing control of Eglin Cine-Ts.
Updated UTTR remote control software (as per item (2)) compatible with Windows-11.
Requires cooperative work with Eglin engineers.
(4) UTTR Cine-T Slip-Ring Data Throughput Upgrade
Description: Upgrade the UTTR Cine-T's slip-ring data throughput from 10Base-T to 100Base-T to support newer cameras with higher data rate requirements. This involves re-configuration of signal lines across the slip-ring.
Deliverables:
Re-configuration slip-ring schematic diagram enabling the increased data throughput.
Requires UTTR personnel assistance during implementation and testing.
(5) UTTR Dome Drive Control Software Upgrade
Description: Upgrade the UTTR dome drive control software to prevent system crashes and ensure continuous operation.
Deliverables (See CDRL B001):
Modified dome drive c-source codes.
Executable dome drive control software.
(6) UTTR Remote Control System Maintenance Service
Description: Provide as-needed technical support for maintenance of the UTTR remote control system.
Deliverables:
Technical support as requested by UTTR for the remote-control system.
3. Acceptance Criteria
All deliverables will be subject to UTTR acceptance testing to ensure they meet the requirements outlined in this SOW.
Acceptance will be based on successful demonstration of functionality and compliance with specifications.
4. Project Management & Communication
The Contractor will provide regular progress updates to UTTR (See CDRL C001).
Regular communication will be maintained via email, phone calls, and weekly meetings.
6. UTTR Responsibilities
Provide access to the UTTR Optical Tracking Mounts Remote Control System and related documentation.
Provide timely feedback on deliverables.
Provide UTTR personnel assistance as required for Task (4).
7. Contractor Responsibilities
Provide qualified personnel to perform the work outlined in this SOW.
Adhere to all UTTR security and safety regulations.
Maintain clear and consistent communication with UTTR.
