Statement of Work – U.S. Capitol Building Exterior Temporary Food Service Facility ii
PROJECT TITLE
U.S. Capitol Building Exterior Temporary Food Service Facility Background Established as a permanent office in 1876, the Architect is provided permanent authority for the care and maintenance of the United States Capitol based on Section 1811 of Title 2 of the United States Code. The Architect is responsible for the maintenance, operation, development and preservation of 17.4 million square feet of buildings and more than 570 acres of land throughout Capitol Hill. This includes the U.S. Capitol, House and Senate office buildings, the U.S. Capitol Visitor Center, the Library of Congress, the Supreme Court of the United States, the U.S. Botanic Garden, the Capitol Power Plant, and other facilities. The Architect also provides professional expertise with regard to the preservation of architectural and artistic elements entrusted to his care and provides recommendations concerning design, construction and maintenance of the facilities and grounds.
The existing kitchens within the Capitol building date as far back as the 1850’s and were substantially renovated in the 1960’s and again in the 1990s. A current project, under separate contract, will address upgrades to these spaces and will require shutting down these facilities for approximately two years to support their upgrades.
The kitchen facilities serve as the main cook-to-order kitchens for the building and support a number of locations including dining rooms, basement carryout facilities, snack bars, etc. The kitchens serve a vital role in the day-to-day operations of the Capitol Building, directly serving all occupants within the building.
To support this larger renovation project, temporary exterior food service facilities will be required to maintain continuity of food service operations within the U.S. Capitol Building.
Scope of Work The scope of this effort is to obtain temporary kitchen facilities to continue (assume 24/7) food service operations at the U.S. Capitol Building during the period the existing kitchen is closed for renovation. This system shall be located exterior to the U.S. Capitol building and will provide the needed enclosed facilities with required equipment. Facility shall be fully enclosed, water-tight, insulated, and conditioned with an appropriate HVAC unit to address typical Washington DC summers and typical winters etc.
In order to accomplish the scope noted above, the Government intends to establish a lease with a temporary kitchen facility vendor for the kitchen renovation project noted in the background above. The agreement shall include a one year base lease, an additional one one-year option, and additional five one-month options, shipping / delivery, maintenance, and installation and demobilization services. Facilities provided shall, at a minimum, meet the following requirements:
Food safety codes – 2022 FDA Food Code (or most recent code available) Comment by Graves, Marshall: Should I simply say most current FDA food code?
General Requirements – All temporary food service facilities shall be fully enclosed with operable openings at the side (for emergency egress) and end of the facility to permit entrance and egress from the facility to the U.S. Capitol Building. All facilities shall be heated and cooled with appropriate HVAC systems sized for the intended use, contain appropriate exhaust as required by applicable codes, and adequate lighting to safely perform kitchen operations. All electric hot water heaters will be provided to meet required demand for the proposed system.
Dimensional Requirements – Proposed temporary food service facility shall be located as shown on the attached drawing and rendering. (rendering is an example of a two-trailer configuration but a single trailer or modular system will be acceptable). Proposed system shall only be installed within a 17’-0” x 60’-0” long space. Proposed system shall have a fully separated kitchen prep area and dishwash area as well as provide walk-in cooler / freezer as noted below in the equipment requirements 3.1.5. Walk-in cooler may exist outside the 17’-0” x 60’-0” footprint noted above. Overall system height shall not exceed 24’-0” in height above ground surface.
Utility Requirements – Proposed temporary food service facility shall be all electric and shall not have other fuel sources including but not limited to propane or natural gas. Adequate electrical power service is available on site and will be provided for connection to the temporary facility. Domestic water and sanitary sewer services are also available and will be provided for connection to support the temporary facility.
Structural Requirements / Limitations- Comment by Graves, Marshall: Need this from Ryan Functional Requirements / equipment types – The following types of equipment shall be provided as part of proposed temporary facilities. At a minimum, please provide the following:
· General - Facilities provided can either be a single system or built-up system (modular or multiple trailers) as long as it fits within the footprint noted above in 3.1.3. Proposed system shall allow for full access through the end of the trailer and secondary egress via a personnel door near front of the trailer. All interior kitchen equipment shall be sealed to the floor or raised at least 6” off the floor to facilitate cleaning and prevent moisture from accumulating below the equipment. All equipment and surfaces shall be easily cleanable and any surface that contacts food shall be constructed of stainless steel, HPL laminates or other materials acceptable to current FDA codes as noted above.
· Fire protection – Fire suppression system shall be provided at hoods in addition to appropriate fire extinguishers including K class and ABC hand-held extinguishers. All fire extinguishers shall be properly sized for the size and function of the proposed facilities and within convenient reach ranges of operators.
