About this file

This is a Technical Questionnaire for the Chapel Protestant Music Services contract at Vandenberg Space Force Base, California (CLIN 0002). Offerors must provide a detailed Technical Plan limited to twenty pages, excluding resumes and supporting documentation, addressing eight primary evaluation areas.

The questionnaire requires offerors to describe their technical approach for providing reliable music direction and musical support to the Protestant worship community, including coordination processes with the designated Chaplain. Offerors must demonstrate the proposed Music Director's experience with Protestant worship services across multiple musical styles (traditional hymns, contemporary worship, gospel, choral, and instrumental music) and their ability to submit weekly music selections by noon each Wednesday. The staffing section requires submission of a resume demonstrating relevant music direction, worship music, and volunteer management experience, along with documentation of instrument proficiency (piano, keyboard, guitar, or other instruments) and music-reading capabilities. Offerors must detail their process for confirming that personnel meet minimum PWS qualifications including age, education, relevant experience, English communication, interview/audition, references, and background-check eligibility. Additionally, offerors must describe their volunteer management approach for recruiting, training, scheduling, and supervising volunteer singers, musicians, cantors, and choir members; their administrative and audio/visual support capabilities; their scheduling and quality-control processes; and their relevant past performance through at least two recent comparable examples with customer points of contact. The questionnaire also addresses subcontracting, requiring disclosure of any proposed subcontractors and the prime contractor's accountability measures for continuous performance.
