About this file

This is a Technical Questionnaire for a Catholic Music Director position at Vandenberg Space Force Base, California, as part of Solicitation FA461026Q0056 for Chapel Music Services. The questionnaire requires offerors to submit a detailed Technical Plan limited to 20 pages (excluding resumes and supporting documentation) that addresses eight primary evaluation areas: technical approach and service delivery; Catholic music direction capabilities; staffing, qualifications, and continuity of service; volunteer management; administrative and equipment procedures; scheduling, communication, and quality control; relevant experience and past performance; and subcontracting plans, if applicable.

Key submission requirements include demonstrating the proposed Music Director's experience with Roman Catholic worship services, music selection processes aligned with the liturgical calendar, and proficiency with relevant instruments. The questionnaire mandates specific operational procedures, including weekly music selection submission to the Priest by noon each Wednesday, alternate musician availability for planned absences, volunteer screening and management compliance, government property safeguarding, copyright compliance, and prompt communication of service disruptions. Offerors must provide the Music Director's resume, at least two examples of comparable past performance with customer references, and describe quality-control mechanisms for ensuring timely and appropriate music support for Catholic chapel services in a pluralistic military environment. The solicitation is set aside for small business concerns under NAICS code 711130 (independent artists and performers) with a $15.0 million size standard.
