About this file
This document details changes implemented through Presidential Executive Orders affecting federal contract terms and conditions. The document outlines a class deviation authorized by the Civilian Agency Acquisition Council, implementing Executive Order 14173 "Ending Illegal Discrimination and Restoring Merit-Based Opportunity" and revoking previous equal employment opportunity regulations. Specifically, the document lists multiple Federal Acquisition Regulation (FAR) clauses that will no longer apply, including those related to apprentices, segregation, equal employment opportunity, and visa denials. Conversely, it also identifies new clauses that will be required when appropriate, such as Annual Representations and Certifications and various contract terms and conditions for commercial products and services. The document notes that while these policy changes are in effect, the System for Award Management (SAM) may continue to display outdated representations, but contracting officers will not consider these when making award decisions.
