About this file

This is a Change Order Notice issued by the Chief Procurement Office for General Services for the Illinois Department of Transportation (IDOT) related to a Compliance & Auditing Services contract (BBREFNO.: B-50702). The change order extends the contract term by two months, from March 26, 2026 through May 25, 2026, following the expiration of the current final renewal contract on March 25, 2026. The extension period allows IDOT to continue necessary compliance and auditing services while developing a new Request for Proposal for future solicitation. During the extension, IDOT will continue to assign internal and external audits through the work order process as deemed necessary by the Bureau of Investigations and Compliance (BIC). Services are demand-based with no guaranteed minimum work, and the vendor must continue assisting current staff and training newly hired personnel as needed.

All work during the extension period must be performed by qualified, pre-approved personnel with no staff changes permitted without written approval and submission of qualifying resumes. The vendor will continue supporting BIC in conducting audits and reviews to assess vendor integrity and contract compliance, with audit assignments subject to modification at the Agency's discretion. Audit services include application and general control reviews, overhead audits, consultant agreement and contract cost audits, contract management audits, railroad and utility audits, and grant-related reviews, all conducted in accordance with applicable federal and state laws, regulations, and professional auditing standards including GAGAS, GAAS, GAAP, FAR, AASHTO Audit Guide, 2 CFR 200, the Grant Accountability and Transparency Act, and Departmental Orders. Payments are made only for billable hours performed under approved work orders at the hourly rates established in the final contract renewal for the two labor categories: Lead Auditor and Staff. This change order was subject to a 14-day posting requirement on the Bulletin/BidBuy as it increased contract cost by more than $25,000.
