About this file

This is a Change Order Notice issued by the Illinois Chief Procurement Office for General Services regarding a contract extension between the Illinois Department of Agriculture and DCC for marketing and video advertisement services for Illinois products. The original contract (25-406AGR-MARKE-P-79043) was procured through an Invitation for Bid in April 2025 with an initial term of ten months, expiring on February 13, 2026. The change order extends the contract through June 30, 2026, to accommodate newly available funding and continued marketing needs. DCC provides comprehensive media advertisement services including social media ads, display banner ads, television video ads, and radio streaming ads across platforms such as Facebook, Twitter/X, YouTube, Instagram, and Snapchat to promote Illinois Grown products. The vendor manages all aspects of content creation, editing, monitoring, and posting of advertisements.

The contract extension was authorized because DCC was the lowest cost bidder among seven competing quotes and submitted all required documentation correctly. DCC satisfied the six percent Business Enterprise Program (BEP) goal as a program participant, meeting the state's set-aside requirement. The original procurement was limited to ten months due to budget constraints at the time; however, the Illinois Department of Agriculture Bureau of Marketing subsequently secured additional funds enabling the extension. No competitive re-bidding was required as the contract did not contain limited renewal options, and the change order qualifies for posting on the Bulletin/BidBuy for the required fourteen-day notice period due to the cost increase exceeding the $25,000 threshold.
