About this file

This is a Change Order Notice issued by the Chief Procurement Office for General Services on behalf of CMS Benefits for the Medicare Advantage Prescription Drug (MAPD) plan provided by Aetna (BBREFNO: 22-416CMS-BENF4-B-25740). The change order addresses modifications to the existing contract for healthcare coverage services provided to Illinois state retirees, annuitants, and survivors. The notice was posted in accordance with 720 ILCS 5/33E-9 and will remain available for 14 days as required for change orders exceeding $25,000 or extending the completion timeline by 180 days or more.

The change order became necessary due to the passage of the Inflation Reduction Act (IRA) of 2022, which significantly altered the distribution of Part D costs among plans, manufacturers, and the federal government. As a result of reduced federal subsidies, plan rates are being increased to maintain service continuity for enrolled members. Under the state's benefit contribution structure, retirees and annuitants with 20 or more years of service receive premium-free coverage, while those with fewer than 20 years of service are required to pay 5% of the coverage cost for each year of service below 20 years. All members must pay premiums for dependent coverage. The state is estimated to cover approximately 90% of total costs, with member contributions accounting for the remaining 10%.

thedetails: CMS Benefits is posting this change order in accordance with 720 ILCS 5/33E-9 . The passing of the Inflation Reduction Act (IRA) of 2022 significantly altered how Part D costs are distributed among plans, manufacturers, and the government. Due to a reduction in federal subsidies, the rate will increase to continue providing these services to the members enrolled in Medicare Advantage.

State retirees will have a monthly contribution based on their years of service, with a cost determined by the state's benefit contribution structure and the specific plan selected. Retirees and annuitants who have 20 or more years of service, as well as survivors whose annuity is based on the death of an employee who had 20 years or more of creditable service, receive their healthcare coverage premium-free through the State. All members are required to pay a premium for dependent coverage. Retirees, annuitants and survivors with less than 20 years of service are required to pay 5% of the cost of coverage for every year of service they have less than 20 years.

The State is estimated to cover 90% of the costs and member contributions will cover approximately 10%.
