About this file

This is a Change Order Notice issued by the Chief Procurement Office for General Services on behalf of the Illinois Department of Transportation (IDOT) for the repair, maintenance, and certification of Weightronix Scale Equipment. The change order pertains to ongoing services at the state's weigh stations and does not represent a new solicitation. The modification increases the contract cost to address unforeseen maintenance needs and parts procurement necessary to maintain federal compliance and certification requirements for IDOT's weigh station infrastructure.

The change order adds $250,000 to the existing contract with Fairbanks, the current equipment maintenance contractor. The increase is necessitated by two primary factors: significantly elevated parts costs and an unexpected surge in equipment repairs that emerged shortly after Fairbanks assumed contract responsibility. These repairs were not anticipated at the time of contract execution. The weigh stations generate between $8.0 million and $10.0 million in fines annually, making equipment functionality critical to the state's revenue collection and federal highway enforcement obligations. Without timely repairs, the scales risk deterioration and operational failure, which would compromise the state's ability to enforce weight regulations on commercial vehicles and maintain federal highway funding eligibility. This change order meets the posting requirement threshold of more than $25,000 and will be posted on the Bulletin/BidBuy for 14 days as required by statute.

BBREFNO.: 27-494DOT-FINAD-B-53982
thedetails: This Change Order for the additional cost of $250,000 will allow for continued repairs of the departments scales and allows the state to meet federal enforcement goals and certification requirements, and federal highway funding. The departments weigh stations generate $8.0m - $10.0m in fines annually. If the scales are not repaired, they could fall into disrepair and be rendered useless and unable to weigh trucks for weight enforcement. This is critical to life, health and/or safety of the citizens of the State of Illinois. The reason for this increase:

• Parts are starting to get significantly more expensive

• After Fairbanks took over the contract, we had a significant number of issues that popped up in a short amount of time, for no other reason than it was about the time these things start to happen on scales. And it wasn't anticipated that all these things would need to be fixed in this short amount of time.
