1. Introduction
This PWS defines the ordering vehicle-level scope for sustainment support services for enterprise-wide web-based and distributed compensation, disbursing, and financial management applications, supporting the Department of State (DoS) accurate and timely salary and benefits payments to DoS domestic and overseas employees and personal services contractors. Collectively, support for these systems and processes is termed Compensation and Financial Systems Support (CFSS).
The CFSS contractor will work in partnership with the DoS Bureau of the Comptroller and Global Financial Systems (CGFS), internal and external government partners, and Oracle, the provider of the proprietary PeopleSoft software. Upgrades, enhancements, extensions, interfaces, integrations, and reporting for the Commercial-Off-The-Shelf (COTS) and custom developed CFSS component systems will be required under the orders to be issued within the scope of this ordering vehicle. This includes supporting functions such as (but not limited to) defect remediation, documentation, software implementation, and training.
The Government is planning to award a single performance-based vehicle, e.g., IDIQ or BPA, to a qualified contractor to provide operation, maintenance and, if ordered, specific development and enhancement support for non-proprietary software that makes up the uniquely developed CFSS component systems. The contractor shall actively participate in achieving the objectives of this PWS, as part of an integrated CFSS program sustainment team.
1.1. Mission
The Department of State Bureau of the Comptroller and Global Financial Services (CGFS) mission is to provide an accountable, efficient, and transparent financial management platform that furthers the U.S. Government and Department of State global foreign affairs mission, provides accurate and high-value financial information, and supports quality stewardship over financial operations and resources.
1.2. Background/Organizations
CFSS consists of the following financial systems with numerous interfaces and reporting systems, including:
• Global Foreign Affairs Compensation System (GFACS) for American, Annuitants, and Locally Employed (LE) staff, which is built upon PeopleSoft Payroll for North America and Global Payroll modules.
• Document Imaging System (DIS)
• Windows Time and Attendance (WinT&A)
• Web Based Time and Attendance Telecommunications Line (WebTatel)
• Global Foreign Affairs Compensation System (GFACS), Time and Labor
• Consolidated Overseas Accountability Support Toolbox (COAST)
• International Currency Exchange (ICE)
• Secure HTTP Internet File Transfer System (SHIFTS)
• RFMS System Assurance Program (RSAP)
• Bi-Weekly FSN Pay Reconciliation (BFR)
• Batch Router
• Payroll Audit Tracking
• Global Business Intelligence (GBI)
• Centralized Identity Management System (CIMS)
• Regional Financial Management System for Cashiering (RFMS/C)
• Regional Financial Management System for Disbursements (RFMS/D)
These systems comprise major components of the DoS “Business Systems Universe” (BSU) resource management system of systems. See Attachment 1 – Business Systems Universe (BSU) for a visual depiction of the applicable systems and interfaces covered within the scope of this PWS.
The systems above are Ap the CGFS development network. The network can be accessed directly in the offices of the DoS Global Financial Services (GFS) Center in Charleston, SC and Bangkok, Thailand. The development network can also be accessed via the Department’s Azure Cloud.
As the CFSS program evolved, DoS developed some customizations to the proprietary PeopleSoft baseline code to meet certain business requirements. Some of these customizations include:
• Update to PeopleSoft Human Capital Management (HCM) 9.2baseline Common Business-Oriented Language (COBOL) engine code; a proprietary COTS Payroll software.
• Several custom enhancements to the non-proprietary code. These enhancements allow for easier reporting and a better user experience.
The Global Financial Management System (GFMS) office within the Bureau of the Comptroller and Global Financial Systems Bureau (CGFS) is tasked to provide software engineering support covering the entire spectrum of the Software Development Life Cycle (SDLC) for large-scale enterprise-wide web-based and distributed applications in support of the Department’s mission and strategic goals. This includes program/project management, systems implementation, coordination functions and processing support needed to ensure successful payroll operations.
CFSS is responsible for the accurate, and timely salary and benefits payment to its domestic and overseas employees. It provides the calculation of payroll and associated processes and services to over 100,000 employees worldwide. Uninterrupted maintenance, enhancement, and operational support for both the proprietary and non-proprietary components of the CFSS is required. The vendor must also improve, enhance and upgrade CFSS systems, when possible, to reduce operating costs, improve performance, meet new requirements, and maintain compliance with evolving security standards.
The Department currently is a payroll service provider to American Federal Employees located worldwide, LE staff overseas, overseas Personal Services Contractors (PSCs), Domestic Employees, Foreign Service Annuitants, and designated survivors. In addition, the DoS payroll system provides payroll cross servicing for several other overseas employees from other agencies that fall under the Chief of Mission responsibility. In addition, this service is being expanded domestically to include up to two (2) other Federal Government agencies. In doing so, the department will leverage its GFACS American Payroll system on a classified network requiring some application support staff such as application administrators, developers, and business analysts to hold a Top Secret (TS)/Sensitive Compartmented Information (SCI) (TS/SCI) clearance. The work required is identical to the work performed on the GFACS American system on the unclassified OpenNet network.
On-site DoS worldwide financial systems support functions are currently performed at the following locations:
1. CGFS main offices located in Washington, DC;
2. The Financial Service Center located in Charleston, SC, and
3. The Financial Service Center located in Bangkok, Thailand.

The contractor will be required to coordinate its efforts with DoS, its stakeholders, and other contractors to achieve CFSS objectives. The services shall include systems analysis, cloud migration, implementation, and life cycle management. The preponderance of support will be provided to offices within the DoS Bureau of the CGFS. These offices include GFMS; the Deputy Comptroller in DC; the Deputy Comptroller in Charleston, SC, and the Office of Global Compensation Pay Systems (CGFS/C). The contractor shall, under the sponsorship and control of the Comptroller, provide support to the financial management offices of any Bureau in DoS, other CGFS entities or other Bureaus within DoS if ordered during the period of performance.
The contractor shall provide on-going software and implementation support activities that will allow continual process and system improvement to keep pace with emerging financial management and business process changes. The contractor shall provide support services to include maintenance and improvement of custom developed CFSS component systems such as interfaces and other ancillary software applications, but NOT including direct customization of the proprietary COTS PeopleSoft baseline software. Technical updates to the COTS products, needed to maintain system compliance, are in-scope. Previous changes made in the past to delivered baseline code may be enhanced as required but the objective is to return the code to baseline when possible.
