Interested vendors must submit written responses not exceeding three to five pages by 11:59 p.m. ET on March 12, 2026, to CFO-Council@nara.gov with the subject line "RFI Response: NexGen FOIA Tech Showcase 3.0." Submissions must identify which solution category is addressed, describe real-world FOIA workflow applications, include FedRAMP authorization status, and list federal government clients currently using the solution. Selected vendors will be asked to submit short video demonstrations and complete a vendor question survey. The RFI is intended solely for information and planning purposes and does not constitute a solicitation or guarantee of contract award. Responses will be posted publicly on www.foia.gov/chief-foia-officers-council. Request for Information Summary: The Chief FOIA Officers Council’s Technology Committee (Technology Committee), in conjunction with the Office of Government Information Services (OGIS) at the National Archives and Records Administration (NARA), and the U.S. Department of Justice (DOJ) Office of Information Policy (OIP), is planning a virtual event for federal agencies May 12-14, 2026 called the NexGen FOIA Tech Showcase 3.0. This event is in follow-up to the two-day NexGen FOIA Tech Showcase [1.0] that was held on February 9-10, 2022; and the NexGen FOIA Tech Showcase 2.0, held May 14-16, 2024. The purpose of the 2022 and 2024 events was to identify Freedom of Information Act (FOIA) technology solutions for federal agencies in response to existing FOIA case processing challenges; and to raise awareness within federal agencies of the different technology capabilities to consider for future case processing by leveraging advanced technology, including, but not limited to, artificial intelligence (AI).
President Trump has issued several Executive Orders instructing agencies to use, identify and implement AI-based solutions.[footnoteRef:1] Accordingly, the purpose of this RFI is to identify technology for federal agencies to assist in streamlining FOIA case management and case processing using AI-supported tools. AI-supported tools include and are not limited to: AI-supported eDiscovery/electronic record search tools; AI-supported case processing tools (including the collection of records to review for redaction and posting accessible Section 508-compliant releases); AI-supported redaction tools (including tools that allow for automatic redaction of various record types including paper, digital content, videos, data, etc.); AI-supported tools to assist and improve public FOIA reading rooms and FOIA websites; and AI-supported tools to improve the FOIA customer experience. [1: See, e.g., Executive Order 14179 (Removing Barriers to American Leadership in Artificial Intelligence), signed Jan. 23, 2025, 90 Fed. Reg. 8741; Executive Order 14363 (Launching the Genesis Mission), signed Nov. 24, 2025, 90 Fed. Reg. 55035); Executive Order 14365 (Ensuring a National Policy Framework for Artificial Intelligence), signed Dec. 11, 2025, 90 Fed. Reg. 23093.]

For Further Information: CFO-Council@nara.gov Supplementary Information Background: In response to a recommendation of the 2016-2018 term of the FOIA Advisory Committee, the Archivist of the United States accepted a recommendation from the FOIA Advisory Committee that the Chief FOIA Officers (CFO) Council seek to establish a Technology Committee to study the utilization and deployment of technology in FOIA programs across agencies and identify best practices and recommendations that can be implemented across agencies. In September 2018, the CFO Council co-chairs established the Technology Subcommittee (later renamed the Technology Committee). Two senior FOIA officials from the Department of War and the Pension Benefit Guaranty Corporation co-chair the Committee; membership includes FOIA professionals from both Cabinet-level and independent agencies. The Committee reports to the co-chairs of the CFO Council.
In 2020, the Technology Committee completed a report found at www.archives.gov/files/ogis/assets/cfoc-tech-comm-final.report-02-14-2020.pdf. Since that time, the Technology Committee has created several working groups and two papers on the topics of video redaction and FOIA searches available at www.foia.gov/chief-foia-officers-council. Information about the 2022 and 2024 NexGen FOIA Tech Showcases is available at www.foia.gov/chief-foia-officers-council/committee/technology-committee. The Technology Committee serves as a network of FOIA professionals seeking to improve the use of technology at their federal agencies and government wide.
