About this file

This is a Performance Work Statement (PWS) for a Mission Support Services Blanket Purchase Agreement (BPA) issued by the Civil Engineer Squadron (CES) at Joint Base Anacostia-Bolling (JBAB).

The CES seeks to establish one or more qualified contractors to provide commercial rental equipment, incidental purchases, delivery, setup, operational support, personnel coordination, lodging coordination, and recovery services supporting National Special Security Events (NSSEs) and other contingency-driven special events. The BPA is designed to enable rapid access to local commercial sources capable of supporting short-notice, high-visibility operations at government facilities and temporary event locations within the National Capital Region and potentially other locations as mission needs require. Required services include labor, management, transportation, equipment (including generators), materials, and incidental items for site operations, emergency response, and personnel coordination. Potential event types include political events (Presidential Inaugurations, Conventions, Joint Sessions of Congress), international events (G-20/G-7 Summits, United Nations General Assembly sessions), natural disasters (hurricanes, flooding along Anacostia and Potomac Rivers), dorm infrastructure outages lasting longer than 24 hours causing service member dislocation, and morale/family-focused gatherings. The BPA encompasses power generation, climate control, sanitation, shelters, lighting, barriers, transportation-related rentals, and related event infrastructure.

The period of performance is five years, with primary performance at JBAB, military installations, and federal sites within the National Capital Region. Contractors must maintain current commercial catalogs or price lists for equipment rentals, equipment purchases, delivery charges, setup and teardown, operator/technician labor, lodging costs, lodging coordination fees, fuel service, maintenance support, emergency service calls, and other applicable fees. Pricing may be structured by line item, daily rate, weekly rate, monthly rate, mobilization charge, and emergency/after-hours surcharge, as applicable.

PERFORMANCE WORK STATEMENT (PWS)

Mission Support Services Blanket Purchase Agreement (BPA)

1. GENERAL

The Civil Engineer Squadron (CES) requires a Blanket Purchase Agreement (BPA) to obtain commercial rental equipment, incidental purchase items, delivery, setup, operational support, personnel coordination support, lodging coordination, and recovery services in support of National Special Security Events (NSSEs) and other contingency-driven special events. This requirement is intended to provide rapid access to local commercial sources capable of supporting short-notice, high-visibility, and mission-essential event operations at government facilities and temporary event locations.

1.1 Description of Services / Introduction

The Contractor shall provide all necessary labor, management, transportation, equipment (including generators), materials, and incidental items to deliver rental equipment, limited equipment purchases, and support for site operations, emergency response, and personnel coordination under individual BPA calls. Support may be required before, during, and after National Special Security Events (NSSEs), exercises, emergency operations, dignitary visits, force protection surges, and other Wing-supported events.

1.2 Background

CES supports installation readiness, infrastructure sustainment, emergency response, and temporary facility requirements for planned and no-notice events. NSSE support often requires commercially available equipment and services that cannot be fully satisfied through organic inventory due to scale, timing, location, or mission-specific conditions. The BPA is intended to provide maximum flexibility for a wide range of temporary support requirements, including but not limited to power generation, climate control, sanitation, shelters, lighting, barriers, transportation-related rentals, personnel support coordination, and related event infrastructure.

1.3 Potential Event Types

Support under this BPA may be required for NSSEs and other special events such as, but not limited to, the following:

• Political events, including Presidential Inaugurations, Conventions, and significant Joint Sessions of Congress.

• International events, including G-20 or G-7 Summits, United Nations General Assembly sessions, and other high-visibility mass gatherings.

• Natural disasters (such as hurricanes or flooding events) along the Anacostia River and Potomac River.

• Dorm infrastructure outages (HVAC/electrical/water) that last longer than 24 hours and cause the dislocation of service members from base lodgings.

• Morale events/family-focused gatherings.

The examples above are representative only and do not limit the Government’s ability to use the BPA for other approved event support requirements.

1.4 Objective

The objective of this BPA is to establish one or more qualified sources that can rapidly provide safe, compliant, and serviceable rental equipment and related support services in varying quantities and configurations. The BPA shall enable CES to place streamlined calls for event-specific requirements.

1.5 Period of Performance

The period of performance shall be for five years.

1.6 Place of Performance

Primary performance at Joint Base Anacostia-Bolling (JBAB), military installations, and federal sites within the National Capital Region, but support may also be required at other locations as mission needs dictate.

1.7 General Information

The Contractor shall maintain a current commercial catalog or price list, as applicable, for equipment rentals, equipment purchases, delivery charges, setup and teardown charges, operator or technician labor, lodging costs, lodging coordination fees if applicable, fuel service, maintenance support, emergency service calls, and other applicable fees. Pricing may be established by line item, daily rate, weekly rate, monthly rate, mobilization charge, and emergency/after-hours surcharge, when applicable.
