About this file

This is a Certification Regarding Lobbying document for a federally-funded contract, grant, or cooperative agreement involving the United States Department of Agriculture (USDA). The certificate pertains to the Primary Foodservice Distributor contract for Student Nutrition Services in Hillsborough County Public Schools (HCPS), Florida. The contract solicitation seeks proposals from qualified firms to serve as a prime foodservice distributor for delivery of frozen, refrigerated, grocery, and dry foods, as well as commodity processed products to individual school sites. These products will support the USDA's National School Breakfast and Lunch Programs, Summer Food Service Program, and the Child Care and Adult Food Program's After School Meals Program. A separate jobber fee structure per case is requested for receipt, storage, and distribution of USDA direct delivery commodity foods.

The certification document requires that the undersigned certify no federal appropriated funds have been or will be paid to influence any officer, employee, or member of Congress in connection with the federal contract or cooperative agreement. Should non-federal funds be used for lobbying purposes, the certifying official must complete and submit Standard Form-LLL, Disclosure Form to Report Lobbying. The certification must be included in all sub-award documents at all tiers, with all sub-recipients required to certify and disclose accordingly. Failure to file the required certification subjects violators to civil penalties ranging from $10,000 to $100,000 for each failure. The document requires signatures from both the Executive Director and Chief Financial Officer of the grantee organization.
