About this file
This document is a certification form related to Executive Order 14173, "Ending Illegal Discrimination and Restoring Merit-Based Opportunity" issued in February 2025. The order revokes previous executive orders promoting Diversity, Equity, and Inclusion (DEI) and affirmative action programs, specifically revoking EO 11246 on Equal Employment Opportunity.
The certification requires contractors to attest that they: 1) are in full compliance with all federal anti-discrimination laws, and 2) do not operate any DEI programs that potentially violate federal anti-discrimination laws. Contractors must sign this certification, which is considered material to government payment decisions and subject to the False Claims Act. The document appears to be associated with a Fire Suppression System Preventative Maintenance Contract (Solicitation Number 19BY7025Q0006) for the Department of State, though the certification form seems to be a general requirement for federal contractors.
