About this file
The document is a procurement communication from the Centralia Procurement Team for the Illinois Department of Corrections (IDOC), specifically the Centralia Correctional Center. The procurement involves the acquisition of 30,000 yards of 2.4 oz Polyester Quilted Insulation and 15,000 yards of 6.4 oz Pirate Black Ripstop Fabric for the Illinois Correctional Industries (ICI) program. These materials will be used to manufacture coat liners for individuals in custody and pants for correctional officers. The contract is a one-time procurement with a delivery deadline of June 30, 2026, and requires vendors to submit fabric samples for approval before full shipment. The proposal due date is September 23, 2025, and vendors must be registered in BidBuy and are prohibited from using subcontractors.
The procurement follows standard Illinois state guidelines and includes comprehensive certification requirements covering 34 specific legal, ethical, and operational standards. Vendors must carry $1,000,000 in General Commercial Liability and Auto Liability insurance and deliver materials F.O.B. Destination to the Centralia Correctional Center during specified hours (Monday-Friday, 7:30 am to 2:30 pm, excluding state holidays). While the total contract amount is not specified, the procurement suggests potential support for minority contractor initiatives and possible tax credits for hiring qualified veterans and ex-offenders. Vendors must be prepared to transfer manufacturers' warranties to the state and maintain detailed records for at least three years, with a five-year requirement if federal funds are involved.
