About this file

This document is an Invitation for Bid (IFB) from the Illinois Department of Corrections (IDOC) for a multi-year contract to purchase, deliver, install, train, and maintain cabinet-style X-ray mail scanners with contraband detection capabilities. The contract aims to deploy 28 X-ray scanners across correctional facilities statewide to inspect incoming mail and packages for prohibited items. The initial contract term is five years, with the option to renew for up to five additional one-year terms, not to exceed a total of ten years. The X-ray scanners must meet specific technical requirements, including detection capabilities for items like blades, needles, drugs, and electronic components, with a minimum throughput of 1,000 letters/flats per hour and 200 parcels per hour.

The contract includes comprehensive requirements for equipment specifications, including safety features, radiation emission standards, imaging capabilities, and network security protocols. The vendor will be responsible for onsite delivery, installation, operator training at two locations, and ongoing maintenance, including yearly preventative maintenance and software updates. While no specific pricing details are provided in the document, the contract indicates that the total payments for the initial term will be determined and entered prior to contract execution. The procurement is not a small business set-aside, and the funding source is not explicitly specified. The vendor must provide certificates of insurance, comply with state regulations, and meet specific technical and operational requirements for use in correctional facility mailrooms.
