SEC Strategic Initiatives Group (SIG) SEC SIG team oversees SECs business development (BD) and partnership program (PP). The success of the business development and partnership program (BDPP) will empower the SEC to deliver exceptional software support, ensuring the Army and Joint Warfighter’s readiness. The team has several functions that include and not limited to:
- Identifying opportunities that align with SECs strategic goals, objectives, and core capabilities
- Facilitating partnerships between SEC and industry in support of our public-private partnership (P3) program
- Sustaining and growing public-to-public (P2) partnerships with program executive offices (PEOs)
- Managing relationships with government and industry stakeholder to foster collaboration and innovation
- Conducting market analysis to assess industry capabilities, emerging technologies, and market trends
- Participating in strategic planning activities with SEC leadership to ensure alignment between BDPP efforts and broader defense priorities and objectives
3 Types of Public-Private Partnerships (P3)
- Direct Sales: A government buying activity funds a commercial activity via contract and the prime contractor enters into a subcontract agreement with SEC.
- Workshare: A government buying activity provides separate tasks and funding to a contractor and SEC. To define roles and responsibilities a workshare agreement is established between the contractor and SEC.
- Lease: An arrangement that allows a private-sector entity to have access to, and beneficial use of, facilities or equipment that are government property.

Supply Chain Risk Management - Consider how industry and the government can partner to manage risk throughout the supply chain. What tools are available? What tools can we leverage to minimize risk in product support strategies?
Army 2030/2040 – As the Army prepares for large-scale combat operations, the focus is on increasing the agility of product support strategies. The availability of supplies and equipment readiness are going to be key enablers for success in a contested logistics environment.
Precision Sustainment - Prepare to utilize Predictive Logistics to deliver precision sustainment across an ever-complex battlespace. Through the use of data analytics, the Army is shifting to a proactive posture to ensure supplies and equipment are readily available when needed.

Starting with our engineering services, at a high level we provide professional mechanical, electrical, industrial and computer engineering, and technical support services. With about 450 personnel in the Engineering Directorate we have one of and if not the largest engineering capabilities in the organic industrial base. Our engineers are primarily responsible for supporting all of our maintenance shops repairing and overhauling complex C5ISR systems. In addition, Tobyhanna engineers can design and integrate complex C5ISR equipment into tactical systems using state-of-the-art computer-aided engineering. The effort could range from a simple bracket redesign to a total ground up design for a field-able weapon system, we can design, build, and prototype in house as well as create the technical data package to support. When it comes time to fabricate either customer provided design or ours we have a prototype facility to work out the bugs and a team of manufacturing experts to guide it through our manufacturing processes to full rate. Outside of the depot our engineers routinely perform site analysis, system fielding support and testing/ troubleshooting.

Such as Anechoic Chambers Satellite and RF Antenna Pattern Testing Live fire Emulator/simulators Far field radar ranges As well as some other interesting facilities such as our munson road course, and rain test facilities, and C-130 Hercules loading fixture.
Customers often come to TYAD for overhaul and repair of items for which they possess little or no technical documentation. Our commodity engineers perform the research required to determine what if any information is available from government and industry sources. The search includes government technical manuals, OEM manuals, specification and drawings, etc. Where information is lacking, engineers will develop alternate test procedures, equipment and methods in order to gain some level of capability. Capability ranges from screening for good assets, testing for bad modules via mock-up or Built-in Test (BIT) and swapping out bad modules…all the way to component level repair of Circuit Card Assemblies. Our engineers identify prescribed test equipment and apply it whenever possible/practical and in some cases work with the customers to facilitize the shop floor in order to establish capability if need be.
