About this file

This document is an Applicant Checklist for the Cyber Exercises and Experiential Education (CE3) federal grant opportunity. The CE3 program is intended to bolster the cybersecurity workforce in low-to-middle-income countries by training and exposing their emerging student leaders to cybersecurity policy and governance careers.

The Applicant Checklist outlines the required elements for a complete grant application, including standard federal forms, a proposal narrative, scope of work, project design, budget, personnel summary, and additional required attachments such as audits and negotiated indirect cost rate agreements (NICRAs). Applicants must be 501(c)(3) nonprofit organizations. The CE3 grant opportunity is funded by the U.S. Department of State under the Cyberspace and Digital Policy program (CFDA 19.665).
