About this file
This document is an Applicant Checklist for the Cyber Exercises and Experiential Education (CE3) federal grant opportunity. The CE3 program is intended to bolster low-to-middle-income countries' cybersecurity workforce by training and exposing their emerging student leaders to opportunities to engage in or pursue careers in cybersecurity policy and governance.
The checklist outlines the required application components, including a completed and signed SF-424, SF-424A, and SF-424B forms, as well as the SF-LLL "Disclosure of Lobbying Activities" form if applicable. The proposal must include a cover page, narrative, statements of intent and expertise, a scope of work, project design, performance monitoring plan, budget, timeline, key personnel summary, security plan, and gender and inclusion analysis. Additional required attachments are an audit, if applicable, and a Negotiated Indirect Cost Rate Agreement (NICRA), if the organization has one and is including indirect costs in the budget. Letters of support from project partners are also required.
The federal grant opportunity is administered by the Department of State under the Cyberspace and Digital Policy program (CFDA 19.665).
