Item 4. Enter Data Item Description (DID) number, military specification number, or military standard number listed in DoD 5010.12-L (AMSDL), or one-time DID number, that defines data content and format requirements.

FOR THE CONTRACTOR
Item 17. Specify appropriate price group from one of the following groups of effort in developing estimated prices for each data item listed on the DD Form 1423.
a. Group I. Definition - Data which is not otherwise essential to the contractor's performance of the primary contracted effort (production, development, testing, and administration) but which is required by DD Form 1423.
Estimated Price - Costs to be included under Group I are those applicable to preparing and assembling the data item in conformance with Government requirements, and the administration and other expenses related to reproducing and delivering such data items to the Government.
b. Group II. Definition - Data which is essential to the performance of the primary contracted effort but the contractor is required to perform additional work to conform to Government requirements with regard to depth of content, format, frequency of submittal, preparation, control, or quality of the data item.
Estimated Price - Costs to be included under Group II are those incurred over and above the cost of the essential data item without conforming to Government requirements, and the administrative and other expenses related to reproducing and delivering such data item to the Government.
c. Group III. Definition - Data which the contractor must develop for his internal use in performance of the primary contracted effort and does not require any substantial change to conform to Government requirements with regard to depth of content, format, frequency of submittal, preparation, control, and quality of the data item.
Estimated Price - Costs to be included under Group III are the administrative and other expenses related to reproducing and delivering such data item to the Government.
d. Group IV. Definition - Data which is developed by the contractor as part of his normal operating procedures and his effort in supplying these data to the Government is minimal.
Estimated Price - Group IV items should normally be shown on the DD Form 1423 at no cost.
Item 18. For each data item, enter an amount equal to that portion of the total price which is estimated to be attributable to the production or development for the Government of that item of data.
These estimated data prices shall be developed only from those costs which will be incurred as a direct result of the requirement to supply the data, over and above those costs which would otherwise be incurred in performance of the contract if no data were required. The estimated data prices shall not include any amount for rights in data. The Government's right to use the data shall be governed by the pertinent provisions of the contract.

| 16_REMARKS: The POI shall include training for Contractor personnel on TRADOC approved OPFOR doctrine, combat operations across all War Fighter Functions (WfF) equipment, and staff procedures. Additionally, MCTP simulation system techniques, deficiency resolution procedures, and computer models shall be included. The POI shall include training on OPFOR. At a minimum, the WCOPFOR instruction shall include the following training topics: |
a. Training on responsibilities identified in the qualification requirements in to include producing and briefing orders
b. All topics covered in the Work cell instruction addressed throughout the POI
c. OPFOR artillery support/employment concepts including tube artillery, mortars, and missiles
d. OPFOR air support/employment concepts (including fixed and rotary wing)
e. OPFOR anti-air and air defense support/ employment concepts
f. OPFOR combat unit maneuver, movement and deception concepts
g. OPFOR airborne, air assault and amphibious concepts
h. OPFOR command and control (C2) procedures and concepts
i. OPFOR combat support operations (e.g. engineer, military police, signal/communication, traffic control, etc.) procedures/concepts
j. OPFOR rear services (logistics) procedures/concepts
k. OPFOR decision making, planning, and order issuance; and procedures and concepts for strategic, operational and tactical headquarters from corps-equivalent through brigade-level units
l. OPFOR reconnaissance employment procedures and concepts
m. OPFOR headquarters (strategic, operational, and tactical) e.g. regimental, division, Amy, Army group, corps, and front
n. OPFOR intelligence collection and dissemination procedures and concepts
o. Calculation and allocation of both OPFOR and BLUFOR force ratios based on exercise design considerations
At the conclusion of the initial training period 100% of OPFOR personnel shall be qualified in current OPFOR doctrine.
Technical Support Training The Contractor shall include training for Contractor personnel on MCTP simulation system design, configuration, administration, and functions, as well as installation of hardware and software, operator maintenance, database development, quick fix software procedures, MCTP simulation system techniques, deficiency resolution procedures, and networking of PC-Based systems. Additionally, training for Audio/Visual technicians shall be included. At a minimum, training topics shall include:

| 16_REMARKS_Continued: a. Training on responsibilities noted in the qualification requirements to include producing and briefing orders |
b. Conduct of a Site Survey identifying critical support requirements and deficiencies at the training site including, but not limited to: facility space, electrical power, environmental control, and Army Information Assurance requirements relating to simulation federations
c. Assembly, disassembly, configuration, packing, shipping, and operator maintenance of communication systems and simulation system computer model; hardware and, software for all exercises
d. MCTP simulation system computer model database development and modification, and identification and operation of the correct software required to support MCTP training exercises and to support all MCTP functions including data collection, correlation, analysis, storage and transfer database creation, AAR support, and graphics development.
e. MCTP simulation system deficiency resolution procedures, protocols, and techniques for interfacing routine MCTP models with other models for specific exercises, such as United States Marine Corp (USMC), United States Air Force (USAF), United States Navy (USN), and models designed for specific crisis situations to include coalition forces and international partners with prior approval.
f. Training on the operation and procedures of the Commanders Information Center including video teleconferencing, Voice over Internet Protocol, Defense Connect Online, secure telephone setup and configuration, and configuration of tablet computers.
g. Ensure technical personnel know how to set up video teleconference equipment and operate video teleconference equipment during meetings and exercises.
Simulation Training The Contractor shall train personnel who will operate the simulation work stations; train the unit player/controllers to operate workstations; train personnel who will control the work cell during training exercises; provide administration of Local Area Networks/Wide Area Networks (LANS/WANS); and provide configuration management. The Contractor shall maintain experienced personnel who are proficient in multiple simulation modes. The POI (CDRL A003) shall also include simulation workstation and doctrinal training for both Contractor and Government personnel (both OPFOR and Blue Forces (BLUFOR) as appropriate), to ensure consistency in the training of all simulation operators. At a minimum, training shall include:
a. All topics on new and current simulation being used by MCTP at any given time.
b. Maneuver and fire support
c. Work cell organization, MCTP simulation system rules and role playing to higher headquarters
d. Implementation of the plans, orders and directives received from field command posts and WCOPFOR command posts
e. Tracking unit status in the models and translating their location, actions, and logistical status to tactical map formats and SOPs
f. Initiation of fire support, engineer, aviation and logistics requests to support the maneuver plan
g. Maneuver of all units
h. Resupply of all units
i. Conduct of rear area security operations
j. Employment of Air Defense Artillery (ADA) Units and ADA Unit Role-playing
k. Implementation of the air campaign plan
l. Army aviation (helicopter) operations
m. Intelligence sensors and radars (to include field artillery radars)
n. USAF operations
o. Civilian Affairs (CA) Operations
p. Enemy Prisoners of War (EPW) Operations
q. Information Operations (IO)/Cyber and Electronic Warfare operations
r. Operational Contracting Support.
Phase II - Sustainment Training The second phase of training is skill proficiency sustainment and enhancement. This phase is continuous for all Contractor personnel throughout the contract period. During this phase, the Contractor shall operate a professional development program designed to ensure all contract personnel sustain their expert proficiency level and update their professional, technical, simulation, and doctrinal knowledge base. A key component of this training is the academic workshops conducted for rotational units. The program shall include any areas of MCTP mission expansion (new models, doctrinal concepts, equipment, OPFOR, units, and missions). The Government reserves the right to send up to fifteen (15) Government employees to each training session. This will ensure consistency in the training of all simulation operators.
Phase III – Exercise-Specific Pre-Deployment Training The Exercise-Specific pre-deployment training program shall be sequenced and timed for execution during the pre-deployment phase of MCTP exercise cycles. Some Simulation Training of Contractor personnel may be accomplished in conjunction with the Contractor's training of unit augmentees; however, this training shall not interfere with unit augmentee training (unit augmentee training is that training provided by the Contractor to unit player/controllers who will operate the simulation/networking and make its operation transparent to that portion of the exercised unit's Command Posts deployed in field locations).
