WFX: CORPS/RC/AC
FORSCOM sources a Corps, an ASCC, or a post-WFX Regular Army (RA) Division as HICOM. RA Divisions will not HICOM a Corps HQs Training Audience (TA). If FORSCOM approves HICOM to operate at a location other than one of the FORSCOM-designated TA location(s), the HICOM is responsible to establish liaison with the MCTP Exercise Control Group (ECG), and sourcing for the Intelligence, Multiple Unified Simulation Environment (MUSE), and (if no Corps enabler TAs) all Corps enabler Response Cells (RC; e.g., Field Artillery Brigade, Maneuver Enhancement Brigade, Combat Aviation brigade, Military Police Brigade, etc.). Otherwise, the Corps/Higher Headquarters of the FORSCOM-designated senior TA sources these RCs. MCTP can extend the constructive simulation model to no more than three forward exercise locations.
Army National Guard (ARNG) Divisions participate in a WFX as a TA in ReARMM Unit Life Cycle (ULC) Year 4. ARNG Divisions participate as Enhanced Response Cells in ReARMM ULC Year 3 (w/ First Army Observer/Coach-Trainers) and operates within its expeditionary command post (CP) systems.
Reserve Component (RC) Functional/Multi-Functional (F/MF) Support Brigades participate as a WFX TA in ReARMM ULC Year 4. ARNG BCTs participate as a WFX TA in ReARMM ULC Year 2 (as available). If MCTP capacity is unavailable, RC F/MF BDEs in ReARMM ULC Year 4: a) participate as a ReARMM ULC Year 4 Enhanced RC with First Army OC/Ts, or b) conduct a home station training event.
Division TAs (RA and RC) participate in a WFX with its assigned/aligned Combat Aviation Brigade, Sustainment Brigade, and DIVARTY as TAs (when available). Corps TAs participate in a WFX with their assigned/aligned ESC/Separate BDEs as TAs (when available).
ARNG DIVARTYs participate as a WFX TA with their aligned ARNG Division in ReARMM ULC Year 4 (when available) RC FAB. RC FABs participate in a WFX as a Response Cell in ReARMM ULC Year 3 (when available and funded) as preparation to exercise in ReARMM ULC Year 4 as a FAB TA regardless of whether its Total Force Partnership Program (TFPP) RA Division is exercising in the same fiscal year. When its respective RA TFPP Division is a TA, RC FABs participate as a Response Cell (when available and funded) in the role of either: a) the Corps Force Field Artillery Headquarters (FFAHQ), or b) the Corps Counter Fire HQ unless the RC FAB is already participating with its aligned ARNG Division as its FFAHQ (i.e., Division Artillery).

RC Maneuver Enhancement Brigades (MEB) are Total Force Partnership Program (TFPP) aligned to RA and RC Divisions (first priority) and then to Corps within each WFX per their respective TFPP alignments. MEBs aligned with TA Corps and Division(s), when available and funded, will operate within their expeditionary command post systems with all mission command information systems (MCiS) as an Enhanced Response Cell.
Corps and RA Divisions exercise with their TFPP aligned RC Mission Command Post-Operational Detachment (MCPOD; when available) and TFPP aligned RC Digital Liaison Detachment (DLD; when available).
All TAs will provide MCTP with training objectives (TO) approved by their higher headquarters CG prior to the Main Event Planning (MEP; W-210) conference. Divisions and Corps gain approval of their TOs from CG, FORSCOM during the Commander-to-Commander Dialogue Video/ Teleconference (C2CD VTC; ~W-270).
32nd Army Air and Missile Defense Command (AAMDC) sources Air Defense Artillery (ADA) HICOM Response Cell requirements during every WFX. 20th CBRNE Command sources CBRNE Brigade and EOD Group support to Corps HQs, as well as CBRNE and EOD Battalion support to DIV HQs, as Combined Training Audiences in the field with the supported Corps/DIV HQs. 20th CBRNE provides OC/Ts to participating units and HICOM support at the WFX HICOM location.
Vacant Response Cell requirements are sourced by the Corps of the primary TA or National Guard Bureau (NGB) at the exercise location as designated by MCTP.
Corps of the primary TA or NGB sources additional Command Post Node (CPN) / High Capacity Line of Sight (HiCLOS) requirements per MCTP direction to enable required communication extension between the Mission Training Complex (MTC) and the TAs’ field CP location(s).
Sourcing requirements resulting from unit-generated task organization enhancements approved by FORSCOM, MCTP, and the unit’s Higher HQ are the sourcing responsibility of the requesting unit’s higher HQ (i.e., Corps, National Guard Bureau, US Army Reserve Command).

Sustainment Augmentation to the HICOM performs assigned duties at the HICOM location and, when possible, is sourced by a Theater Sustainment Command (TSC) or Expeditionary Sustainment Command (ESC).
When there is no ESC TA, an RC ESC in ReARMM ULC Year 4 (as available) may source the Sustainment Augmentation to the HICOM as an Enhanced Response Cell with First Army OC/Ts.
ARNG Division TA’s Brigade Combat Team (BCT) Response Cells are sourced by the National Guard Bureau (NGB) with focus on divisionally aligned BCTs first with the sourced BCT’s commander and staff.
Army Service Component Commands (ASCC) are responsible for nominating multi-national (MN) partners for inclusion into a WFX through HQDA a minimum of two (2) years prior to the desired WFX. The WFX must include a US higher HQs as the senior TA (i.e., if a MN partner wants a Division to participate, then the senior TA must be a US Corps HQ).
MCTP facilitates Warfighting Function (WfF)-centric academic sessions to each respective senior TA (Corps and/or Division). Academics content no longer includes instruction/facilitation of the Military Decision Making Process (MDMP). Eliminating MDMP from academics increases ARNG senior TA flexibility for scheduling since the event is no longer tied to receipt of the HICOM OPORD. Senior TA commanders determine academic topics which are organized by WfF and incorporate representatives from all senior TA’s subordinate formations. The senior TA determines quantity and composition of subordinate unit representation during academics with the limiting factor being the capacity of the venue. Academics are scheduled during the course of a five-day week for execution at FLKS for CONUS units or at the senior TA home station for OCONUS units (e.g., 2ID and 25 ID).
TAs execute all pre-STARTEX rehearsals during the period of W-5 thru W-1; Corps and Division TAs will present their rehearsal plan during the C2CD VTC and synchronize dates with MCTP not later than the Final Event Planning (FEP) Conference to facilitate senior mentor travel and their time constraints.

HICOM publishes/issues the HICOM OPORD no earlier than: a) W-60 when a Corps is the senior TA with an RA Division TA; b) W-75 when a Corps is the senior TA with an ARNG Division TA or when an ARNG Division is a senior TA; or c) W-45 when an RA Division(s) is/are the senior TA(s).
The HICOM receives the MCTP-produced HICOM OPORD product set no later than thirty calendar days prior to the HICOM OPORD publication/issue date (in accordance with business rule #19).
Corps and Division TAs provide copies of their Current / DRAFT version of respective Planning and Tactical Standing Operating Procedures (PSOP & TSOP) to MCTP at the MEP (W-210) and provide final/approved PSOP and TACSOP not later than 30 days following their CPX 3.
Corps and Division TAs’ Commanding Generals or designated senior leader provide a Pre-STARTEX conditions check, focused on communications, and systems integration, to the Exercise Director (EXDIR) at W-2 (i.e., 48 hours prior to STARTEX).
Exercise unit's task organization, to include all additional enabling units, is based on the current modified table of organization and equipment (MTOE) at the time of WFX execution. Units may only use non-MTOE equipment equal to the number of systems on hand and/or to be fielded at the time of WFX execution when: a) non-MTOE equipment is scheduled for fielding during the current Regionally Aligned Readiness and Modernization Model per the Army Synchronization and Resourcing Process and/or already on hand; b) MCTP validates WFX design supportability for inclusion of non-MTOE equipment; and c) approved by FORSCOM for inclusion into the WFX. Requests for exception (e.g., non-MTOE equipment, future concepts/capabilities, and task organization modifications requiring additional combat power) are due to the FORSCOM G-3 NLT 21 calendar days prior to the respective WFX’s FEP to enable MCTP feasibility of support assessment and finalization of the constructive simulation model parametric database during the FEP.

FORSCOM WFX Business Rules (5 of 5) TA MAIN CP displaces at least once during the course of the WFX.
TA CPs will conduct the exercise utilizing tactical Signal assemblages, power generation systems, and associated field equipment. Strategic fiber is not authorized for internal command post communications nor between command posts located on the same installation. Global Agile Integrated Transport (GAIT) connections to external installations are authorized.
Training units that encounter CBRNE environment in the simulation must utilize appropriate MOPP gear within the CP and maintain MOPP until decontamination in the simulation and unmasking procedures in the live environment.
TAs will establish tactically in a field environment, to include urban areas, and not at a Mission Training Complex (MTC) Corps/RA Divisions may participate in a WFX as a HICOM (Corps), and RA/ARNG Divisions may participate as Division response cell, in lieu of conducting a home station CPX3 prior to subsequent WFX participation as a TA.
Participating units, to include Training Audiences, may execute a WFX in any phase of ReARMM.
