About this file
This is a Request for Information (RFI) issued by the California Department of Pesticide Regulation (CDPR) to survey the marketplace for products and services to develop an Online Payment and Applications for Licensing System (OPAL). The RFI seeks information on technological solutions, cost estimates, implementation approaches, and vendor recommendations for designing, implementing, operating, and maintaining a new system that will enable electronic submission of pesticide applicator license applications and payments, replacing the current paper-based processes. CDPR will use RFI responses to identify three alternative solutions and select one for implementation. The RFI was released on April 13, 2026, with vendor questions due by April 17, 2026, agency responses to questions posted by April 24, 2026, and RFI responses due by May 1, 2026. The RFI process will be complete by May 18, 2026. Respondents must submit a cover letter, completed questionnaire, and ROM workbook via email to the procurement officer, Christina Lopez (contractsunit@cdpr.ca.gov or 916-323-3876).
The RFI is informational and exploratory in nature, with no contract award resulting directly from responses. CDPR has annual spending authority up to $1 million and will submit a Budget Change Proposal (BCP) for the 2027-2028 fiscal year to fund the selected solution following completion of the California Department of Technology Project Approval Lifecycle Stage 4. All cost estimates are non-binding and provided for budgeting purposes only. Vendors are encouraged to provide general cost values or ranges for each identified product or solution. The current environment relies on the Infor Public Sector (IPS) application, an SQL Server-based COTS system, for manual data entry of paper applications and payments received from applicants. CDPR also utilizes interfaces with PSI Inc. for exam scheduling, MillPay for broker and dealer reporting forms, a custom-built CE application for continuing education tracking, and an in-house PML Tools reporting application built in .NET Framework. The to-be OPAL system must support automated workflows, real-time error validation and user feedback, secure electronic payment processing, and integration with existing systems while maintaining data security and reducing application processing time.

1. INTRODUCTION
1.1 PURPOSE
This Request for Information (RFI) is to survey the marketplace to understand what products and service options are available and their associated costs that will fulfill California Department of Pesticide Regulation’s (CDPR) licensing business needs. From this information CDPR will select 3 possible solutions, continue to complete the California Department of Technology Project Approval Lifecycle (PAL), and submit a BCP for 2027-2028 fiscal year to fund the selected implementation(s).
1.2 OBJECTIVES
The RFI objective is to solicit information, suggestions, best practices, and cost estimates for all resources needed to design, implement, operate, and maintain a new Online Payment and Applications for Licensing System (hereinafter “System”) for CDPR. The RFI responses will help CDPR:
Understand existing technological solutions that would fulfill their business needs.
Improve mid-level requirements with vendor’s questions and responses.
Identify 3 alternative solutions and their associated vendors and estimated costs.
Receive feedback on questions, potential challenges to implement, and modifications and improvements to the proposed project scope and requirements that may be a better approach to achieving the project goals.
We are asking the vendor community to provide their best advice based on your experience with other organizations and initiatives of this kind and the information CDPR has provided within this RFI. Responses to this RFI should adhere to the questions listed in the included documents. Also, please include estimates for items that may need to be sourced by third party vendors if those items fall outside of your organization’s lines of business. We encourage and appreciate all questions during the questions timeline outlined in the key dates table.
Consideration will be given to all current and available software, platforms, and infrastructures as service options (e.g., on-premises, cloud-based or hybrid solution), as well as any available COTS, MOTS, SaaS, PaaS, or IaaS. Multiple products or solutions may be described in the RFI response.
The intent of this RFI is solely for information and planning purposes and does not constitute a solicitation or any compensation for RFI responses. While a contract will not be awarded from this RFI, CDPR does have annual spending authority up to $1M and will additionally be submitting a BCP for the 2027-2028 fiscal year to fund the selected solution once CDPR completes Stage 4 of the CDT PAL process. Therefore, responses to this RFI are key to securing a future
RFP.

The submission of a response does not constitute any commitment on the part of the respondent; however, the respondent agrees that the submitted information is correct to the best of the respondent’s knowledge. Also, the right to compete in future procurements is not affected if a vendor chooses not to submit a response to this RFI. The CDPR is also interested in learning the reasons for not submitting a response and may reach out to vendors who did not submit a response in this regard.
Vendors are advised that all documents submitted in response to this RFI will become property of the State of California and will be regarded as public records under the California Public Records Act (CPRA) pursuant to Government Code Section 6250 et seq. and subject to review by the public.
3. BUSINESS NEED
CDPR's Licensing and Certification Program is responsible for examining and licensing or certifying qualified pesticide applicators, pest control aircraft pilots, pest control dealer designated agents, and agricultural pest control advisers.
DPR also licenses businesses that sell or apply pesticides or use pest control methods/devices for hire (i.e., pest control business, maintenance gardener pest control business, pest control dealer, and pesticide broker).
As a result of the market research facilitated by RFI responses CDPR wishes to procure and implement a new system that will significantly decrease current processing time for applications, payments, and submission of documentation including secure submission of PII data. In addition, CDPR desires a system that will give end users real-time feedback on their errors/missing information that can be corrected immediately by the end user while they move through the workflow as well as application validation. The full list of requirements has been provided for informational purposes in Attachment C Mid-Level Requirements.
In addition to fulfilling the Attachment C Mid-Level Requirements and adhering to service industry standards of the Software Development Lifecycle, the to-be Online Payment and Applications for Licensing System (OPAL) System must fulfill the following high-level business needs:
1. Enable stakeholders to submit applications and payments electronically through an online portal thus decreasing current dependency on postal mail submissions and paper processing.
2. Increased confidence in security of data because data will no longer be as dependent on sensitive information and payments to be processed by paper and postal mail submissions.
3. A decrease in application submission errors.
4. Create automated workflows for various application processing tasks.
5. A decrease in processing time.
6. An increase in communications to the end user through error messages real time and electronic messages or alerts from staff after submission as needed.
7. An increase in customer service as staff are spending less time processing paper and facilitating corrections via postal mail.
8. Convert data into the new system from all existing systems.
The below graphic visually depicts the CDPRs vision of the to-be OPAL system.

4.3 INTERFACES
4.3.1 PROCTOR SERVICE INTERFACE
Trade License Applicants must pass exam requirements to obtain a Trade/Individual License. To execute the exam workflow CDPR contracts to Proctor Service Interface Inc. (PSI Inc.) to coordinate, execute and manage exam services. PSI provides exam scheduling services, exam site locations, executes exams, and records exam results.
4.3.2 AS-IS PROCESS FOR EXAM REQUESTS
1. The IPS application provides a data file of Applicants who have requested to schedule an exam(s).
2. The CDPR Program Staff use the IPS Exam Scheduler to mark the end user’s application as “Ready for Exam”.
3. A unique exam number* is generated for each exam scheduled.
4. The exam number can be used to map exam results to the correct applicant’s license number.
5. The excel file is uploaded to the FTP Server. Daily, PSI retrieves the FTP file and loads it into their database.
6. Proctor Services generates an email notification to License Applicant to schedule the exam(s) requested.
7. The Applicant schedules their exam and takes the exam.
8. Exam results are recorded by PSI.
*Process Exception - Referrals for Spanish Exams
1. The report looks for the Spanish Checkbox entry in IPS, if the checkbox is checked for Spanish, then the report will reflect the Spanish column as True.
2. Then the report is exported to Excel.
3. Using the Excel file, if Spanish Column equals True, then CDPR updates the
Exam ID Column by adding a “S” at the end of the ID.
4. Then the Spanish Column is deleted from the Excel Spreadsheet.
4.3.2.1 AS-IS PROCESS FOR EXAM RESULTS
1. Exam results are received weekly.
2. CDPR accesses the PSI Portal to run an exam results query.
3. The file is downloaded and results are manually entered into IPS.
4.3.3 AS-IS BROKER & DEALER REPORTING FORMS
The IPS application provides a daily data view for the MillPay application. The MillPay view of the IPS system data is read-only. The data is used by MillPay to generate the quarterly reporting forms that they send to the end user/applicant.
MillPay runs nightly scheduled task that copies the data from the IPS read only views to the MillPay (PCMAS) database to repeat the process for the next day.
4.3.4 CSPUR INTERFACE
IPS creates a view of business and trade license data for consumption by CDPR’s CSPUR application. CSPUR uses this view for pesticide use data entry and reporting.
4.4 SCRIPTS
1. The IPS application runs a CECPM Mailing List Script – Emails individual license data to Stakeholders (CECPM, CAPCA, and PAPA Seminars) monthly.
2. The CE application runs a script to email CE attendance data to Stakeholders (Calico) daily for PAC licenses.
5. AS-IS BUSINESS PROCESSES
5.1 APPLICATION & RENEWAL PROCESSES
The as-is processes rely on paper-based submission of licensing, associated fees, and related documents. CDPR also examines, issues licenses, or certifies the following entity types:
Persons who advise on agricultural pesticide applications.
Persons or businesses that apply or sell pesticides.
Pest control dealers and brokers.
The following graphic depicts the application process flow. For more detailed process steps please refer to the process diagram in Attachment D As-Is Application Process and Attachment E Application & Renewal Packets Forms List as well as Attachment G To Be Application Process as a preliminary draft of the to be process that will evolve when a solution is selected during a future procurement.
Figure 4 As-Is Application Processing
5.2 ACCOUNTING PROCESS
The Accounting office oversees the opening and processing of all departmental revenue as it comes through daily. Accounting staff manually process all check and credit card payments in their respective systems daily. Accounting creates daily deposit totals for all the monies processed and sends hard copies of the licensing applications over to programs. The program receives the application, reviews each application, codes the revenue by the daily deposit batch and begin to work on processing each licensee’s new application or renewal package paperwork.
Currently, Applicants mail payments along with their license applications.
Payment and applications are received by CDPR Accounting where the payment is manually processed. Payments are received in the form of cash, check or credit card. For credit card payments, the Applicant provides their Credit Card information by completing the Mastercard/Visa Transaction Form. CDPR Accounting sends payment information to the program on an excel spreadsheet along with payment receipts and paper license applications.
The CDPR Licensing Program Staff match the paper receipts to the paper applications. Then the CDPR Licensing Program manually enters the payment and application details into the Infor Public Sector (IPS) System, the current Licensing Application.
CDPR Licensing Program generates the following sources of revenue:
License Application Fee
License Renewal Fee
Late Fees
Exam Fee
Replacement License/Name Change Fee
Continuing Education (CE) Sponsor Application Fee
Handling Fees for Dishonored Checks
The CDPR Licensing Program maintains a Report of Collections spreadsheet to keep track of payment transactions received. Accounting funds are used to track sources of revenue and must be reported to Fi$Cal, the state’s accounting system. The CDPR Licensing Program manually generates the Record of Collections (RC) Report to match the payment with the appropriate licensing accounting code in Fi$Cal. The Report of Collections spreadsheet is emailed to accounting. CDPR Accounting manually updates Fi$Cal with the payment information on the Report of Collections. Accounting receives a daily report from State Treasurer Office (STO). CDPR Accounting use this report to reconcile payments against payments received on the Report of Collections from the program staff.
5.3 BADGES
Attachment F DataCard & IPS Data Flow has been provided as an overview of the different user roles and the directional flow of data.
5.3.1 BADGE APPLICATION PROCESS
1. DataCard Application
2. The DataCard Interface is an interface with a direct connection to the IPS database. DataCard was built by Quantum Resolve, a third-party IPS developer. DataCard extracts license Information from IPS, loads the data into an excel file, and stores the excel file to the dedicated computer’s C Drive. Once a Badge has been printed, DataCard interfaces with IPS to record the license card print date.
3. BadgePass DataSync
4. Retrieves the file from the computer’s C drive and loads the data file into
BadgePass.
5. BadgePass
6. The BadgePass database is a temporary storage database that is used to load data from the Excel spreadsheet into BadgePass. Badge data is verified, and the badge is printed. Badges can be printed in batches or single mode.

5.4 CONTINUING EDUCATION (CE)
The CDPR Licensing Program manually:
Checks CE or the CDPR CE website to verify the Applicant’s attended courses and hours earned (as reported by the CE Sponsor’s attendance records).
Verify if the courses and hours listed on the Applicant’s renewal application are valid courses taken and hours earned before renewing the license.
This custom in-house built application is used to collect and process Continuing Education data for the following categories:
Pest Control Trade Licensed Applicants The CE application contains the Pest Control Trade Licensed Applicant’s Continuing Education courses taken and the number of hours earned (Laws, Aerial, Other) based on the Sponsor’s course attendance records. This information is used to determine if they meet the minimum requirements of continuing education required to renew their license.
CE Course Sponsors The CE application contains the CE Sponsor’s Application to sponsor an approved CDPR course (sponsor’s application information, course approval process, course acceptance/denial history, and CE Sponsor’s course attendance records).
Approved Sponsor Courses The CE application contains all CE Sponsored approved courses and associated course information (course location, approved course hours, course fees, etc.)
Education Course Sponsors The CE system contains information about a Sponsor’s application to sponsor an approved CDPR course and course attendance record(s).
Sponsors can:
Apply to sponsor an approved CDPR course.
Request to add course instances.
Record and report their attendance records to CDPR for courses conducted (mandatory action).
5.4.1 CE AS-IS PROCESSES
5.4.1.1 SPONSOR APPLICATION
1. Sponsor mails in their application to CDPR.
2. The Sponsor’s application is manually entered into the CE system.
3. CE Program staff manually verify the Sponsor’s application information and either approve, modify or deny the Sponsor’s application.
4. When the CE team approves a course, the database will generate the Sponsor’s Attendance Record (an excel spreadsheet) and send it to the sponsor’s email.
5. The CDPR website is updated nightly with the status of the Sponsor’s application.
5.4.1.2 ATTENDANCE RECORD SPREADSHEETS
1. The CE Sponsor Attendance Record Spreadsheet (Excel) is emailed to Sponsors to record attendance for a course conducted.
2. The Sponsor completes and emails the spreadsheet back to CDPR.
3. CDPR automatically checks emails received and the CE system uploads and validates the spreadsheets.
Submitted CE Sponsor Attendance Spreadsheets are quality verified by the CDPR CE Program staff in the following ways:
Review spreadsheets that were excepted out of the automatic check process.
Review any deleted spreadsheets.
All validated spreadsheets.
All submitted spreadsheets.
Spreadsheets pending additional information.
5.4.1.3 PEST CONTROL LICENSED APPLICANT
The Licensing Program uses the CE data to verify if the Licensed or Certificate holder has met the required number of CE hours (Laws, Aerial, Other) to renew their license. When a Licensed or Certificate holder attends a CDPR Approved Course, the Course Sponsor:
1. Records their attendance and emails the attendance record (Excel Spreadsheet) to CDPR.
2. CDPR receives the Sponsor’s attendance record and automatically loads the data into CE.
3. The CDPR website is updated nightly with the Licensed Holder’s earned hours on record (Current Valid Licenses).
5.4.1.4 MONITORING EDUCATION HOURS
The IPS system does not contain the License Applicant’s CE courses taken during their valid license period nor the CE earned course hours (Laws, Aerial, Other) needed to renew their license. The CDPR Licensing staff must log into CE or check the CDPR website to view the Licensed Applicant’s CE courses attended and the number of hours earned.
The Licensed Applicant must check the CDPR website to see the number of hours earned (hours earned are based on Sponsor’s Attendance Records received). The Applicant’s Renewal Summary LIC-141 Application Form only includes the Applicant’s current licenses and number of CE hours required based on the Applicant’s License type. The Applicant manually enters the total number of CE hours they have completed on the form. Additionally, the Applicant can add additional course information to the Renewal Application for courses taken but not listed on the CDPR Website.
