About this file

This file is a Questions and Answers document addressing clarifications for Call for Solution-CCA_26_01, a federal contracting opportunity.

The document clarifies five key procedural and technical matters. Regarding submission procedures, respondents must use "Call for Solution-CCA_26_01" as the email subject line for DoD SAFE submissions. On the technical scope, reverse engineering and Technical Data Package (TDP) generation may be performed at contractor facilities with manufacturing data delivered to TYAD (the government facility), but TYAD approval is required on a case-by-case basis; some cases may require onsite performance. The complexity-based pricing model referenced in Answer 5 may be submitted as a separate attachment outside the five-page limit. Regarding evaluation, no non-Government advisors will be used in the evaluation process, eliminating the need for signed NDAs. Finally, the requirement for Appendix A Affirmation of Business Status Certification or 10 USC 4022(b)(d) statement will be determined in Phase 2 or Phase 3, indicating this is a multi-phase procurement that has not yet specified these requirements for the current phase.

Questions and Answers 2

Question 1. For the DoD SAFE submission, do you need to issue us a drop-off request, or is there a link we should use? The Call also directs us to use "Call for Solution-CCA_26_01" as the email subject line, and I want to be sure I understand how that fits with the SAFE transfer.

Answer 2. YES, please use Call for Solution-CCA_26_01 in any email or other communication.

Question 2. Answer 9 states that all process development and manufacturing activities will be executed onsite at TYAD, while Answer 11 anticipates that controlled material may be processed at approved contractor or laboratory facilities. Can you clarify whether reverse engineering and TDP generation may be performed at our facility with the manufacturing data delivered to TYAD, or whether the engineering is also expected onsite?

This one shapes our technical approach quite a bit.

Answer 2. YES & NO – THERE MAY BE CASES WHERE REVERSE ENGINEERING AND TDP

GENERATION MUST BE PERFORMED ONSITE.

TYAD APPROVAL REQUIRED ON A CASE-BY-CASE BASIS.

Question 3. Answer 5 calls for a complexity-based pricing model pre-award. May that model be submitted as a separate attachment rather than counted inside the five page limit? AOS Attachment 1 C.1.d allows two pages for ROM and schedule outside the limit, and I wanted to check whether the same treatment applies here.

Answer 3. YES

Question 4. AOS Section I says the Government will provide notice in the individual Call if non-Government advisors are used in evaluation, and that companies shall provide signed NDAs with their submissions. I did not see that notice in the Call - can you confirm whether any will be used?

Answer 4. NONE WILL BE USED

Question 5. Does this Call require the Appendix A Affirmation of Business Status Certification, or the 10 USC 4022(b)(d) statement? Neither is mentioned in the Call or the Q&A, but both are called for under the ACG procedures.

Answer 5. THIS WILL BE DETERMINED IN PHASE 2 or PHASE 3
