• Does the contractor’s work measure up to commonly accepted technical and professional standards?
· What degree of COR’s technical direction was required to solve problems that arise during performance?

· Is the contractor forthcoming about errors, omissions and oversight?
· Are the services provided timely, accurately and completely?

Management of Personnel
• How well does the contractor select, retain, support and replace, when necessary, key personnel.
• How well does the contractor match the qualifications of any key positions with the person who filled the key position?
• Does the contractor support key personnel so they are able to work effectively?
• If a key person does not perform well, what action is taken by the contractor to correct this?
• If a replacement of a key person is necessary, did the replacement meet or exceed the qualifications of the position as described in the contract?
