About this file
This is an addendum document for Seminole County Board of County Commissioners' Invitation for Bid (IFB) Project 7199-26/TAD, providing an approved liner list for sanitary manholes as part of the Public Works Minor Construction Projects contract. The addendum specifies the products and materials that are acceptable for use under this master contract award, which seeks five contractors to perform minor construction projects valued at less than $7,500,000. The contract has a three-year initial term with the option for two additional one-year extensions at the sole discretion of both parties. Bids were due September 16, 2026, at 2:00 p.m., with questions required by September 7, 2026. Work will be authorized through written Work Orders issued to the five awardees, with individual projects solicited competitively and awards made to the lowest-priced contractor meeting Seminole County's scheduled start and completion dates.
Bidders must maintain comprehensive insurance coverage including workers' compensation, commercial general liability of $2,000,000, professional liability of $1,000,000, umbrella liability of $1,000,000, pollution liability of $1,000,000, and business auto liability of $1,000,000, with bid security set at 5 percent of the total bid. The engineer's estimate is $10,000,000 annually with a maximum estimated annual usage of $10,000,000, though individual projects are capped at less than $7,500,000. Bidders must be Florida Department of Transportation (FDOT) prequalified in working classes 7 (Drainage), 10 (Flexible Paving), and 11 (Grading), with either the prime contractor or a utilized subcontractor prequalified in working class 40 (Retaining Wall). All contractors must be fully licensed and certified in Florida at the time of bid submittal and throughout performance. Minority and women-owned business enterprises (M/WBEs) are encouraged to participate. A FEMA Addendum applies to disaster-related work, establishing federal compliance requirements including Davis Bacon Act wage provisions, Equal Employment Opportunity, and Byrd Anti-Lobbying certifications.
