About this file

This document contains Special Provisions for the Willow Avenue / Alhambra Avenue Drainage Improvements project by Seminole County, Florida. The special provisions outline key requirements for the drainage improvement project, including traffic control, utility coordination, and construction methodologies. Contractors are permitted to construct box culverts using cast-in-place, precast, or a combination of methods, with specific constraints such as installing at least two variable message board signs and maintaining traffic flow on West Lake Brantley Road, which can only be reduced to one lane between 9:00 AM and 2:00 PM.

The project involves replacing existing round and elliptical pipes with 7'x4' box culverts to reduce upstream flooding and roadway overtopping along the Virginia Drive Outfall. Contractors must be FDOT prequalified in categories including drainage, fencing, paving, grading, and landscaping. The Engineer's estimate for the project is $4,801,361.85, and bidders are required to have a Professional Engineer registered in Florida sign and seal the traffic control plan. Utility coordination is crucial, as two utilities (WOW and Summit Broadband) were installed after plan completion and are not reflected in the original utility adjustment sheets.
