About this file
This is a comprehensive technical specification and permit package for the Seminole County Board of County Commissioners' Country Club Water Treatment Plant Chemical Injection Assembly Modification project, involving the Florida Department of Environmental Protection (FDEP) and prepared by CPH, LLC. The project entails removing and replacing the underground post-chlorine chemical injection assembly located on the suction line ahead of high service pumps at the Country Club Water Treatment Plant (CCWTP). The new chemical injection assembly will be raised above ground, with the existing underground vault removed and chemical injection quills salvaged. The aboveground assembly will include two 36-inch by 24-inch reducers, three 24-inch 90-degree bends, a 24-inch Tee with a 2-inch port for an air release valve, a 24-inch flanged pipe with injection quill ports and a sample tap, two Saf-T-Flo chlorine injection quills, an air relief valve, and a sample tap. The project is estimated at $221,760.00, with bid documents available on the Seminole County website.
The project is supported by two key permits: a FDEP Permit to Construct PWS (Public Water System) Components (Permit No. 0122188-105-WC) issued on October 20, 2022, valid until October 19, 2027, and an Environmental Resource Permit (ERP) Verification of Exemption (File No. 0311382-003) issued on September 9, 2022. The permits verify that the project meets regulatory requirements with minimal environmental impact. The work will involve modifying the existing chemical injection infrastructure to improve accessibility, safety, and maintenance capabilities, with specific requirements for installation, testing, disinfection, and clearance. M/WBEs (Minority/Women-owned Business Enterprises) are encouraged to participate, and the project will require compliance with detailed technical specifications for materials, installation, and operational standards.

QUALITY CONTROL
Quality control, quality assurance
1.02 Quality Control
A. It is the Contractor's responsibility to perform all work in conformance with the Plans and Specifications. In order to fulfill this responsibility, the Contractor is required to have an approved Quality Control Program, including testing, as part of his Contract work in accordance with the Contract Documents and to submit details of his Program to the Engineer for review and approval prior to commencing any construction operations. The submittal shall include detailed information on locations and number of all tests, etc., that will be necessary for the Contractor to make his own determination that the work is being performed in compliance with the Project requirements.
B. As part of the Contractor's Quality Control Program included as part of his work, the Contractor shall employ and pay for an independent, approved soils testing laboratory to perform testing services outlined in these Contract Documents.
C. The Contractor's Quality Control Program shall include, but not be limited to, the following in addition to the type and frequency of tests as required by the technical specifications:
1. Piping and structural excavation, bedding and backfill materials and density quality control testing
2. Determination of compactive effort needed for compliance with the density requirements.
3. Portland cement concrete and asphalt paving quality control testing including design mix review, materials, field slump and air content, and field and lab cured strength samples and testing.
D. In addition to Quality Control Testing, the Contractor shall be responsible for required testing or approvals for any work (or any part thereof) if laws or regulations of any public body having jurisdiction specifically require testing, inspections or approval. The Contractor shall pay all costs in connection therewith and shall furnish the Engineer the required certificates of inspection, testing or approval. The Contractor shall also be responsible for and shall pay all costs in connection with any inspection or testing required in connection with
01450-2
County or Engineer acceptance of a supplier of materials or equipment proposed to be incorporated into the work.

F. Testing laboratories, whether provided by the County or the Contractor, shall promptly notify the County, Engineer and the Contractor of irregularities or deficiencies of work that are observed during performance of services.
Laboratories shall submit two (2) copies of all reports directly to the County and Engineer and two (2) copies to the Contractor.
1.03 Quality Assurance
A. In addition to the services provided by the laboratory paid for by the Contractor as a part of his work, the County, at his sole discretion, may employ an additional independent soils laboratory as part of County's Quality Assurance Program to verify that the work meets the requirements of the Contract Documents. The County furnished Quality Assurance testing may include the type and frequency of tests as required by the technical specifications. The County reserves the right to have additional tests made beyond those specified in the Contract Documents. The Contractor shall cooperate with the County and make the work and samples available for County testing at no additional cost in case the County chooses to have additional County furnished testing performed. It is the sole responsibility of the Contractor to see that his work meets all provisions of the Contract Documents.
B. The Contractor shall cooperate with the soils laboratory personnel and provide access to the work to be tested. The Contractor shall notify the Engineer and County's testing laboratory sufficiently in advance of operations to allow scheduling of tests. The Contractor shall furnish casual labor and facilities to obtain and handle samples at the site and to store and cure test samples as required.
1.04 Testing of Materials
