OPERATIONAL REQUIREMENTS:
The requirements specified in the following sections define the system effectiveness, as well as, non-technical features and characteristics necessary to achieve required operational capabilities. Given the geographical variances where RVSS Upgrade systems will be used, these requirements describe the capability expected for a surveillance subsystem with a clear line of sight (“smooth earth”).
1 DETER:
1.1 The Field of View (FOV) of RVSS Upgrade surveillance subsystems shall provide the option to be obscured from ground observers. (e.g., obscure the direction that the camera lens is pointing)
2 MONITORING AND SURVEILLANCE:
These requirements are applicable to a surveillance subsystem Field of Regard (FOR) with no line of site blockages.
2.1 The RVSS Upgrade shall be equally capable of detecting IoI during daylight and darkness, to include the transition of daylight to darkness and vice versa normally referred to as twilight.
2.2 The RVSS Upgrade shall allow an operator to automatically detect and track IoI to the following minimum ranges:
Urban Environment: Average adult human to distances of 3 miles.
Suburban/Rural Environment: Average adult human to distances of 5 miles.
Remote Environment: Average adult human to distances of 7.5 miles.
Maritime Environments: Equivalent size to average adult human, on land or on water, to distances of 7.5 miles.
2.3 The RVSS Upgrade shall provide surveillance coverage to detect and track IoI throughout the FOR of 360°.
2.4 The RVSS Upgrade shall enable operator detection and tracking of a single IoI within the FOR with a high probability of detection. The system shall limit the reporting of false IoIs to less than 5% of all IoIs displayed, where a false IoI is considered display of an IoI that is not a human, animal or conveyance.
2.5 The RVSS Upgrade shall enable continuous tracking of multiple IoIs within the surveillance subsystem FOR simultaneously.
2.6 The RVSS Upgrade shall provide for track prediction/reacquisition of lost track.

3 IDENTIFICATION AND CLASSIFICATION:
3.1 The RVSS Upgrade shall provide sufficient resolution to enable an operator to identify moving objects as an IoI and whether detected IoI are human, conveyance, or animal anywhere within the monitoring and surveillance FOR.
3.2 The RVSS Upgrade shall enable discernment of specific identifiable IoI features, i.e. facial features, clothing, colors, license plate numbers, etc. anywhere within the monitoring and surveillance FOR.
3.3 The RVSS Upgrade shall provide sufficient resolution to allow determination of the number of IoI within a group throughout the surveillance subsystem FOR.
3.4 The RVSS Upgrade shall enable an operator to determine whether detected IoI are carrying non-concealed long arms (e.g. rifle, shotgun etc.) anywhere within the monitoring and surveillance FOR.
3.5 The RVSS Upgrade shall enable an operator to determine whether detected IoI are carrying and/or backpacking a large bundle anywhere within the monitoring and surveillance FOR.
4 IDENTIFICATION:
4.1 The RVSS Upgrade reported IoI location accuracy and timeliness shall be sufficient to enable operator vectoring of BPA(s) to the IoIs current or predicted location.

The Data Management System (DMS) shall store all recorded video at the same quality and resolution as viewed by the operator for a minimum of 60 days.
6 OPERATOR INTERFACE DISPLAY AND CONTROL:
These requirements trace directly in support of the mission need to “Detect and track entries when they occur,” “Identify and Classify IoI,” and “Support Interdiction.”
6.1 The RVSS Upgrade shall display video data from surveillance subsystems on the operators display in near real time (NRT).

GLOSSARY:
Electro Magnetic Interference (EMI) Environment – The resulting product of the power and time distribution, in various frequency ranges, of the radiated or conducted electromagnetic emission levels that may be encountered by a system or platform when performing its assigned mission in its intended operational environment. It is the sum of electromagnetic interference; electromagnetic pulse; hazards of electromagnetic radiation to personnel, ordnance, and volatile materials; and natural phenomena effects of lightning and precipitation static.
Field of Regard (FOR) – The total area or angles, which can be viewed by or through an instrument (i.e., area or angles throughout, which an instrument can provide Fields of View).
Field of View (FOV) – The area or solid angle, which can be viewed by or through an instrument at one instant.
Item of Interest (IOI) – Any object (living or inanimate) causing a sense of concern. *Note: IoIs include dismounted humans, humans mounted on animals and conveyances such as All-Terrain Vehicles (ATV), motorcycles, automobiles, trucks, boats, rafts, and jet skis.
Life Cycle Cost Estimate (LCCE) – Sum of all recurring and one-time (non-recurring) costs over the full life span or a specified period of a service, structure, or system.
Long Arms – Large man-portable firearms (i.e., Rifles, shotguns, etc.) that cannot generally be concealed.
Line Replaceable Unit (LRU) – An essential support item, which is removed and replaced at the field level to restore the end item to an operational ready condition.
Maximum Time to Repair (MaxTTR) – The maximum corrective maintenance downtime within 90 or 95% (as specified) of all corrective maintenance actions can be accomplished. A MaxTTR requirement is useful in those special cases in which there is a tolerable down time for the system.
Mission Capable Time (MCT) – The time during which a system is in the proper material condition and can perform all of its missions.
Mean Logistics Delay Time (MLDT) – Indicator of the average time a system is awaiting maintenance and generally includes time for locating parts and tools; locating, setting up, or calibrating test equipment; dispatching personnel; reviewing technical manuals; complying with supply procedures; and awaiting transportation. The MLDT largely depends upon the Logistics Support structure and environment.
Mean Down Time (MDT) – The average time that a system is non-operational. This includes all downtime associated with repair, corrective and preventive maintenance, self-imposed downtime, and any logistics or administrative delays.
Mean Time Between Failure (MTBF) – The predicted elapsed time between inherent failures of a system during operation.
Mean Time To Repair (MTTR) – The average time it takes to repair a failed component
Near Real Time (NRT) – Pertaining to the timeliness of data or information, which has been delayed by the time required for electronic communication and automatic data processing. This implies that there are no significant delays. System “round trip” latency is defined as the time from C2 User Interface joystick control to camera function, and resulting confirmation image back to the C2 User Interface Monitor.
Network Operations Center/Security Operations Center (NOC/SOC) – The NOC/SOC provides network and security monitoring and status of the RVSS Upgrade networks and components. The RVSS Upgrade NOC Processing controls the system, network, and network management functions. The NOC’s primary responsibilities include: System monitoring, Incident Response, System management, Fault/Problems Reporting. The RVSS Upgrade SOC Processing controls the system security, and security management functions.
Operational Availability (Ao) – The ratio of the system uptime divided by the total time.
Smooth Earth – A geographic area composed chiefly of land that varies little in elevation and environmental obstructions that could hinder the line of sight of the deployed system.
System – Command and Control (C2) subsystem, a number of RVSS units, each mounted on a dedicated tower or tall structure, and a communications subsystem.
Video – The recording, reproducing, or broadcasting of moving visual images.
