MAY 11, 2017 UPDATE
The purpose of this communication is to update interested vendors on where the Government is in the RVSS Upgrade procurement process and how the Government intends to proceed.
The Government has received information submitted in response to this RFI and wants to take this opportunity to thank industry for your interest in this program. We have reviewed your information, along with other market research information we have obtained, and are currently formulating an acquisition strategy. We anticipate releasing a draft solicitation in late summer 2017 and also anticipate holding an Industry Day in the Washington DC area after the draft solicitation is released. The Government anticipates releasing the final solicitation towards the end of calendar year 2017. At this point, these timeframes are estimates and the Government will release additional updates as appropriate. Please continue to monitor both this RFI and Federal Business Opportunities (www.fbo.gov) for the updates.
The Government would also like to take this opportunity to remind interested prime contractors and subcontractors that, although the primary focus of this procurement is to purchase and deploy Remote Video Surveillance Systems, CBP intends for the contractor to perform the following scope of work for each deployment:
Construction, which can include:
o Clearing the tower site to a construction-ready state;
o Providing access to the construction site and subsequently the tower via an unpaved road;
o Obtaining permits required for construction and installation;
o Constructing new fixed or relocatable towers (80-120 feet) or refurbishing/upgrading existing fixed towers;
o Installing new power systems at fixed towers (which includes grid power/uninterrupted power supply or alternative power source/UPS depending upon location) and an alternative power source for relocatable towers;
o Providing & installing fixed or relocatable Command and Control (C2) systems;
o Providing site security during and after construction including tower perimeter security fencing (fixed towers require permanent fencing whereas relocatable towers require relocatable fencing); and o Providing “as built” drawings.
Provide and install the upgrade RVSS equipment, communication backhaul and C2 equipment;
Remove legacy RVSS equipment from all legacy towers and C2 sites;
Provide, install, and staff the Network Operations Center/Security Operations Center (NOC/SOC) equipment/software;
Provide operator training (initial training, train the trainer training and web based training;
Provide maintenance training; and
Provide long-term maintenance of the system, including a technical refresh, if necessary.
THIS IS AN INFORMATIONAL UPDATE ONLY. This update is provided solely for informational purposes and does not constitute a solicitation or a promise to issue a solicitation.
This update does not commit the Government to contract for any supply or service. The U.S.
Customs and Border Protection (CBP) is not seeking proposals at this time and CBP will not pay for any cost associated with reacting to this update. All costs will be solely at the interested party’s expense. If a solicitation is released, it will be posted at Federal Business Opportunities (http://www.fbo.gov). Interested parties are advised to monitor this website for any information that may pertain to both this update and this RFI.
