About this file

This is a Condition Based Maintenance Plus (CBM+) Industry Day document for the Marine Corps Systems Command (MARCORSYSCOM). The virtual event will be held on 8 January 2026 from 9:00 a.m. to 11:00 a.m. EST via Microsoft Teams, focusing on developing a data-driven maintenance strategy for ground platforms. MARCORSYSCOM seeks a single contract solution to collect, transmit, store, analyze, and visualize data from various military vehicle systems using artificial intelligence and machine learning, with the goal of improving material readiness and reducing lifecycle costs.

Key technical requirements include hardware capable of collecting data from military vehicle CANbus systems, storing at least 32GB of data, recording multiple CANbusses simultaneously, and transmitting data through methods like WiFi, LiFi, Bluetooth, and tactical military radios. The collected data will be stored in Department of Defense cloud environments and analyzed using AI/ML models to predict failures, parts requirements, and platform lifecycle. The solution must provide dashboard tools for maintainers and commanders to assess readiness and make data-driven operational decisions. Interested industry partners must register by 5:00 p.m. EST on 29 December 2026 by emailing a registration form to Thomas Hale at thomas.hale@usmc.mil.

CONDITION BASED MAINTENANCE PLUS (CBM+)

INDUSTRY DAY

The Automatic Test Systems (ATS) Team, Product Manager Maintenance Support Systems (PdM MSS), Marine Corps Systems Command (MARCORSYSCOM) will host a Virtual Industry Day on 8 January 2026 from 9:00 a.m. -11:00 a.m. EST via Microsoft Teams focused on Condition Based Maintenance Plus (CBM+). The Industry Day will consist of an overview briefing from the ATS team on the requirement, the planned acquisition approach and a one-hour question and answer period.

MARCORSYSCOM has a requirement to operationalize CBM+ as a maintenance strategy for ground platforms across the USMC. CBM+ is a transformational concept that changes the approach of equipment management, readiness reporting, maintenance, and logistics to a data driven Artificial Intelligence (AI)/Machine Learning (ML) enabled process using data analytics as the foundation to influence action. The CBM+ process starts with collecting data that is transferred, stored, analyzed and ends with visualized data to support decision making. The goal of the program is to improve material readiness and reduce lifecycle cost of systems and components. It also aims to improve logistics requirements forecasting for more responsive support capability across the battlefield.

MARCORSYSCOM is seeking a single contract solution to collect, transmit, store, analyze, and visualize data from ground platform Controller Area Network (CAN) Bus, Global Combat Support System-Marine-Corps (GCSS-MC), Expeditionary Fluid Analysis System (EFAS), operating data, and other sensors and data sources as they become available. Other data sets are expected to be added as they become available. Solutions must protect Government data and information from unauthorized disclosure at every phase of the process.

The following capabilities are cited to provide focus for this event but are not an all-encompassing list of CBM+ requirements:

Collect: MARCORSYSCOM expects that Hardware will be needed to collect data from ground platforms. Hardware devices must be capable of interfacing with a military vehicle’s CANbus via a wired interface (9-pin or 6-pin Deutsch connectors (with or without minor modification) to record/log all information present, store no less than 32GB of data, record a minimum of two CANbusses simultaneously and provide a method of transmitting/ transferring the data off the platform. Hardware must be no larger than 7.5”x 6” x 3” inclusive of any mounting plates/hardware, be able to provide FIPS 140-2 compliant encryption, and be compatible with the Marine Corps Enterprise Network (MCEN) Wireless LAN (WLAN).

Transmit/Transfer: Transmit methods of interest are Wireless Fidelity (WIFI), Light Fidelity (LIFI), Bluetooth, tactical military radios, and Iridium Short Burst Data. Hardware must operate in a passive mode and not emit any Radio Frequency (RF) signal when not in range of an approved and configured network. Wired/manual offload of data should be possible.

Store: All collected data will be stored in Department of Defense Cloud environments accessible only through the Department of Defense Information Network (DoDIN). The expected cloud environments are the Microsoft Azure Cloud environment on the MCEN and the Navy’s Jupiter enclave in the Advana cloud environment. The Government will provide access to the identified cloud environments for qualified personnel in the performance of this work.

Analyze: Data collected will be analyzed in the cloud environment(s) identified above using tools available in those environments along with source code and models created in the environment(s). Analyzing data includes applying AI/ML models to predict failures, parts requirements, and remaining useful life of platforms and components. Additionally, the ability to conduct trend analysis on fault, parts, oil life, and usage data is required.

Act: The outputs of AI/ML models will be visualized in a dashboard decision support tool hosted in the Jupiter Advana environment and accessible via Common Access Card authentication from a DoDIN connected system. The decision support tool must provide Marine maintainers, maintenance officers, staff officers, and commanders at all levels the ability to determine overall readiness “at a glance” and provide the predictive information required to make data driven operational and maintenance decisions. Additionally, a maintainer level dashboard that includes fault codes, operational data, and troubleshooting assistance will be made available to maintainers in the Microsoft Azure Cloud environment to enable immediate action.

MARCORSYSCOM anticipates the following applies to any future contract action related to CBM+. Solutions function as intended for an indefinite period, without additional cost to the customer (e.g., subscription fees). The government shall retain all rights to models, source code, and visualizations created in the provided cloud environment. All data and information input into the solution by the customer remains the sole property of the customer. The customer (or its qualified, authorized representative, subject to an appropriate non-disclosure agreement) will have the technical data necessary to validate and verify the solution’s output and is both legally and contractually permitted to do so. The customer does not typically have authorization to reverse engineer the product for purposes inconsistent with the purchase contract terms, unless pursuant to law or regulation.

To register for this virtual event, Email the attached registration form to Thomas Hale at thomas.hale@usmc.mil. Registrations must be received by the closing time of 5:00 p.m. EST 29 December 2026. A Microsoft Teams invite will be distributed to industry partners who respond by this deadline.
