ATTACHMENT I
PERFORMANCE WORK STATEMENT
FOR
CLEANING OF THE FIRING RANGE
COMBAT ARMS TRAINING FACILITY
WRIGHT-PATTERSON AIR FORCE BASE
July 2024
1. DESCRIPTION OF CONTRACTOR PROVIDED SERVICES: The Contractor shall provide all necessary transportation, labor, materials, supplies, equipment, and supervision to clean both firing ranges located at the Combat Arms Training Facility, Building 296, Area A, Wright- Patterson Air Force Base, Ohio.
1.1. PROGRAM SCOPE:
- The range floors are made on hardened concrete with Kevlar.
- The range floor dimensions are:
- Main Range - 75' x 80'
- Machine Gun Range - 21 ' x 80'
- The Main Range has 21 points, and the Machine Gun Range has 2 points.
- The HM/HW Material description:
- DOT Shipping Name: Waste Flammable Solid. Organic, NOS I1 (Nitroglycerin)
- NOUN Name: Floor Sweepings from Firing Range
- Chemical Name: Contaminated with Barium and 13.6% Nitroglycerin
1.2. OPERATIONAL REQUIRMENTS AND SPECIFIC TASKS:
- The Contractor shall collect and store the Hazardous Material / Hazardous Waste (HM/HW) created by the small arms and bullet residue to be disposed of by 88ABW/CEV. The Contractor shall insure that no live ammunition is included in the materials collected for disposal.
- The Contractor shall use Non-Static brooms to collect the HM/HW.
- The Contractor shall use a HEPA Vacuum System with HEPA filtration.
- The Contractor shall provide the service Bi-Monthly on Fridays at 1300 (1:00 PM, EST).
- Bio-Environmental will provide proper HM/MW containers.
- The Contractor shall place the HM/HW in the proper containers provided.
- The Contractor shall clean the floors located behind and in front of the firing lines, the trenches and the back trap area.
- The Contractor shall maintain a flexible cleaning schedule in the event of last-minute firing range requirements. If the range is unavailable, CATM personnel will contact the contractor 24 hours before the scheduled Friday cleaning or as soon as CATM becomes aware of a conflict with the cleaning schedule. Service will be rescheduled by mutual agreement of the Government and the Contractor at no additional cost to the Government.
- Residue shall be placed in a proper HM/HW container supplied by the Base Bio Environmental.
ATTACHMENT I
- The Contractor shall present the Government a signed Inspection Report verifying that all services have been completed and there is no Live Ammunition in the material to be disposed of, at the completion of each cleaning service.
- The Contractor shall wear protective clothing: Protective Disposable coveralls, non-latex or latex gloves, disposable foot boots, respirators and personal monitoring equipment. Due to the presence of lead, arsenic and black powder residue in the areas required to be serviced under this contract. Protective Disposable coveralls shall be appropriate for removal of light Hazmat removal e.g. Tyvek, Promax, Posiwear or comparable.
1.3. FEDERAL HOLIDAYS:
New Year’s Day - 1 January Martin Luther King Day - 3rd Monday in January Washington’s Birthday - 3rd Monday in February Memorial Day - last Monday in May Juneteenth – June 19th Independence Day - 4 July Labor Day - 1st Monday in September Columbus Day - 2nd Monday in October Veteran’s Day - 11 November Thanksgiving Day - 4th Thursday in November Christmas Day - 25 December
1.4. When a holiday falls on a Saturday, the preceding Friday shall be considered a holiday. When a holiday falls on a Sunday, the following Monday shall be observed. If scheduled task, falls on one of the above listed holidays, the Contractor shall reschedule task with CATM personnel.
1.5. Base Closures. Work scheduled but not accomplished because of base closure due to weather, exercises, or actual alert, the Contractor shall reschedule task with CATM personnel, as soon as possible, after reopening the base.
1.6. In the event the base commander determines it necessary to close the base due to adverse weather, a base or local disaster, security problems or other event, the following radio and television stations will be notified:

1.7. Additionally, base status information can be obtained by calling (937) 656-7669 (i.e., 656- SNOW) or by going to the public, off-base website at http://www.wpafb.af.mil/.
1.8. The contractor shall not receive any other form of notification of a base closure from the government. The contractor is responsible for the notification of his/her employees.
1.9. Continuation of Contractor Services During Base Exercises, Local Emergencies or Contingencies, and Implementation of Local Contingency Plans. It has been determined that none of the services specified in this PWS are required to be performed in support of base exercises, local emergencies or contingencies or implementation of local contingency plans.
