About this file

This is a Request for Statement of Qualifications (RSQ) issued by the City of Fort Myers, Florida, in collaboration with the Florida Department of Transportation (FDOT) for a Carbon Reduction Study. The project involves a comprehensive two-part feasibility study investigating potential bicycle and pedestrian-only street opportunities and micromobility options within the City's Downtown and Midtown districts. The study area spans from Edwards Drive to the north, US 41/Cleveland Avenue to the west, SR 739/Fowler Street to the east, and Edison Avenue to the south. The solicitation was released on August 5, 2024, with a pre-submission meeting scheduled for August 28, 2024, and proposals are due by September 19, 2024. The project has an 18-month timeline from the Notice to Proceed, with the goal of developing conceptual designs, transportation management plans, and recommendations for Complete Streets and micromobility infrastructure.

The project is funded through FDOT and will require the selected respondent to conduct extensive research, including traffic analysis, stakeholder interviews, environmental scoping, and community outreach. The evaluation will be based on a 100-point scoring system, with 45 points for project approach and 55 points for firm experience and personnel qualifications. The study aims to explore potential street conversions, infrastructure changes, and regulatory frameworks for micromobility options, including shared bicycles, e-bikes, electric scooters, and other emerging transportation technologies. The respondent will be expected to provide comprehensive reports, GIS-based mapping, cost estimates, and recommendations for implementing bicycle and pedestrian-friendly infrastructure while reducing greenhouse gas emissions in the city.
