About this file
This is a Request for Proposal (RFP) issued by the Charter Township of Canton for Fiber Optic Network Construction Services. The project aims to construct a fiber optic ring network connecting approximately five sites across the township's administrative campus, including the Township Administration, Fire Station #1, Fleet Services Center, Golf Operations & Grounds Maintenance, Pheasant Run Golf Club, Summit On the Park (Recreation Center), and Canton Library. The RFP was released on August 14, 2025, with proposals due on September 4, 2025, at 3:00 p.m. EST. A site walkthrough is scheduled for August 21, 2025, at 12:00 p.m. EST, and the township anticipates selecting a contractor in September 2025. The project involves approximately 2 miles of single-mode fiber optic network cable installation, including route planning, network design, engineering, permitting, construction, installation, verification, testing, and outside plant (OSP) maintenance.
The RFP outlines a comprehensive evaluation process with a 100-point scoring system across six categories: Price (35 points), Qualifications/Experience/Accountability (15 points), Workplace Safety (10 points), Workforce Development (15 points), Social Equity and Sustainability (10 points), and Work Plan (15 points). Bidders are required to provide detailed information on labor costs, technical capabilities, references, safety programs, workforce development, local hiring intentions, and project methodology. The township will require a 10% Performance and Payment Bond, and the successful contractor must adhere to specific construction, testing, and documentation standards. Utility fees and make-ready fees will be paid directly by Canton Township, and the contractor will be responsible for coordination with utilities, permitting, and site restoration. The project emphasizes quality assurance, compliance with industry standards, and comprehensive documentation of the fiber optic network installation.

BACKGROUND & SCOPE OF PROPOSAL AND WORK
1. BACKGROUND
The Township currently has seven buildings on its campus. The fiber at all sites has been upgraded at different times over the years; with one site having no fiber at all but instead utilizing WIFI.
1 | P a g e
The seven buildings are as follows:
• Township Administration
• Fire Station #1
• Fleet Services Center
• Golf Operations & Grounds Maintenance
• Pheasant Run Golf Club (PRGC)
• Summit On the Park (Recreation Center)
• Canton Library
The Township’s following offices Treasurer, Clerk, Human Resources, Municipal Services, Finance & Budget, Information & Technology, Supervisors, as well as the Wayne County Assessor, are in the South wing of the Township Administration building. Canton’s Police and Fire Admin Offices, as well as the Patrol Division and Dispatch Center, occupy the North wing.
A map has been provided (Attachment A) that proposes fiber routes to site locations. The map also shows existing fiber routes where the Township is sure of their location. One existing fiber route that we do not know its actual path is the run from the Summit building to the Pheasant Run Golf Club. You will see it does not exist on Attachment A.
From the Township Administration building to the Summit building, there is single-mode, OM3 fiber that was installed 6-8 years ago. This fiber will continue to be used and become a part of the main fiber ring.
There is fiber that runs from the Summit building to the Pheasant Run Golf Club (PRGC) that is 30 years old. It is multi-mode OM1. The services being requested in this RFP will be used to construct a new segment of the ring between these two sites.
The Golf Operations & Grounds Maintenance building has no fiber running to it, and currently solely utilizes WIFI. The services being requested in this RFP will be used to include this site in the fiber ring.
Fiber to the Township’s Fleet Services Center was recently upgraded in 2025 to single-mode OM3. It runs from Fire Station #1 to the Fleet Service Center. This fiber will continue to be used and become a part of the main fiber ring.
2. SCOPE OF PROPOSAL
The purpose of this Request for Proposal (RFP) is to select a Contractor to perform construction of an Outside connection between the Township’s administrative building and four
(4) other immediate facilities thereby creating true ring architecture.
This project is expected to cover three major considerations:
• Fiber Route Planning, Network Design, Engineering and Permitting for a “make-
2 | P a g e ready” network
• Construction, Installation, Verification, and Testing; and
• OSP Maintenance
Please indicate any other value-added arrangements, unique business features, sponsorship arrangements, special services, discounts or terms and conditions that might suggest solutions best meets the needs of the Township.
The scope of this project entails construction, installation, termination and verification testing of approximately 2 miles of single-mode fiber optic network cable. (See Attachment A)
The following scope of work is intended as an outline only. Offerors should provide sufficient details on how they intend to implement each item of work.
The following is a description of the tasks and activities included for this RFP. The Contractor assigned to this project must demonstrate extensive experience with similar projects.
Canton Township intends to select a contractor in September of 2025 and to negotiate contract terms as soon thereafter as possible.
3. SCOPE OF WORK
Network Ring Construction

Bidders must also include a detailed project plan and timeline to complete the build. T h e p roject plan and timeline must be submitted in an MS Project 2010 or later version or Excel.
Bidders must describe their technical capabilities, relevant experience in constructing similar fiber systems, and provide a list of three (3) customers (including contact names and phone numbers) for whom they have done similar work.
Bidders must completely describe how they propose to meet all the requirements of this construction bid. Bids must include maps & distances. All route engineering/as-built information and ad-hoc route changes must be submitted in a format that can be easily imported into ESRI GIS software.
All proposed bids must include per-foot unit pricing and must be submitted as specified.
3 | P a g e
Network Site Locations
As stated earlier, there are approximately 4 sites requiring connection to this Ring Network.
Unless otherwise specified below, each site location will have 10-pair (20-strands of SMF) terminated at wall or rack-mounted patch panels. The exact termination location will be determined during the pre-bid walkthrough.
Specific strand terminations and circuit provisioning details will be provided by Canton Township upon the reward of the contract. The following table identifies each site location for the Ring Network and the site’s required construction attributes.
