This is a campus map document supporting a professional design and engineering services procurement for the Pennsylvania Department of General Services Capital Programs and Cheyney University. The project encompasses a comprehensive infrastructure upgrade of the Ada S. Georges Dining Hall located at 1837 University Circle in Cheyney, Pennsylvania. The scope of work includes assessment of existing conditions, design, and construction modernization addressing ADA and life safety improvements, mechanical, electrical, and plumbing (MEP) system upgrades, security and information technology enhancements, water damage remediation, and kitchen servery redesign. The professional selections phase required applications by Thursday, January 16, 2025, at 4:30 P.M. through the Trimble Unity Construct portal, with a professional selections meeting scheduled for Wednesday, February 19, 2025, at 10:00 A.M. The construction phase follows with a pre-bid conference on Tuesday, October 27, 2026, at 10:00 A.M. at Marcus Foster Room 211 on campus, and bids due Wednesday, December 2, 2026, at 11:00 A.M. The estimated total construction cost is $8,000,000, with breakdowns across general construction ($3,000,000–$4,000,000), HVAC ($1,000,000–$2,000,000), plumbing ($700,000–$800,000), and electrical ($1,000,000–$2,000,000) trades.
The procurement establishes Small Diverse Business (SDB) participation goals at 14% and Veteran Business Enterprise (VBE) participation goals at 3% for the professional services phase; applicants must meet these goals in full or demonstrate good faith efforts. For the construction phase, SDB goals increase to 22% and VBE goals remain at 3% across all base bids for general construction. Liquidated damages are assessed at $2,000 per day for general work, $750 per day for HVAC, $500 per day for plumbing, and $750 per day for electrical work. No bid guarantee is required. All applicants must maintain a current, active Vendor/SAP Number and create a user profile in Trimble Unity Construct to access project documents including the Application and Project Development Study. Technical support is available via support@e-builder.net or 1-888-288-5717. Contractors are required to park in Lot B only during site visits, as referenced on the accompanying campus map document.
