About this file

This document is Addendum No. 1 for the Campbell Station Inn Interior Renovation Phase project, issued by Brewer Ingram Fuller Architects on behalf of the Town of Farragut. The addendum modifies and updates the original contract documents for an interior renovation of the historic Campbell Station Inn, with project number 2307. Key modifications include clarifications about permit fees (no building or plumbing fees, but reinspection fees will apply), special brick units to be provided by the Town, and detailed requirements for the Contractor's Builder's Risk Insurance. The addendum also updates various technical specifications, including changes to plumbing drawings, wood flooring restoration details, and life safety plan notes, with attachments including a special inspections memo and revised plumbing drawings.

The addendum provides several important operational details for potential bidders, including that the Town of Farragut will provide special brick units for minor masonry repairs and that there is no gas piping in the project scope. The Builder's Risk Insurance requirements mandate comprehensive coverage including flood and earthquake protection, with a liability limit equal to the contract amount and a maximum deductible of $10,000. Bidders are instructed to submit one executed original bid form and may contact Bud McKelvey from the Town of Farragut to review documentation from a prior renovation project related to hazardous materials. The contractor is also explicitly prohibited from using the Town's park and restroom facilities, which will remain open to the public, and will be assigned a specific laydown area for the project.

The Contractor shall be responsible for providing and maintaining “All Risk” or equivalent Builder’s Risk policy insuring the interest of the Owner, Contractor, and any tier of Subcontractor. Coverage on an "All Risk" or equivalent basis shall include the perils of flood, earthquake and pollution cleanup expense. Builder's Risk limit of liability shall be equal to the amount of the contract. Any deductible shall be the sole responsibility of the Contractor and shall not exceed $10,000 without the written approval of the Owner. The Owner and its employees shall be named an additional insured on the policy.

i. The Builder's Risk policy will cover all materials, supplies and equipment that are intended for construction and specific installation in the project while such materials, supplies and equipment are located at the project site, in transit and while temporarily located away from the project site for the purpose of repair, adjustment or storage at the risk of one of the insured parties.

ii. Any property not covered by the Builder's Risk policy, such as the Contractor's or any tier of Subcontractor's licensed motor vehicles or personal property, including job trailers, machinery, tools, equipment and property of a similar nature not destined to become a part of the project, shall be the responsibility of the Contractor or Subcontractor at any tier, and such person or organization may self-insure or provide other insurance at its option for the same.

iii. Waiver of Liability: Absent Owner or Architect sole negligence or breach of specific Contractual duty specifically and logically related to the damage or loss, the Owner or Architect will not be responsible for loss or damage to property of any kind owned, borrowed, rented or leased by the Contractor, Subcontractors of all tiers and/or the Contractor's/Subcontractors employees, servants or agents.

PROJECT MEMO

TO: Lee Ingram, AIA, LEED AP

FROM: Rob Houser, PE President Bender & Associates

DATE: January 6, 2024

SUBJECT: Campbell Station Inn Interior Finish-out Special Inspections

The IEBC defers to the IBC for special inspection requirements.

In the IBC there are exceptions to special inspection when construction is of a “minor nature,” and this project falls into that category.

It is my opinion that special inspections are not needed or required for this project.
