About this file
This is a Justification and Approval (J&A) document for a brand name only procurement issued by the Defense Logistics Agency (DLA) Troop Support, Subsistence Supply Chain. The contracting officer, Timothy Coyle, issued this J&A on February 18, 2026, to justify soliciting specific brand name equipment on an other than full and open competition basis under 41 U.S.C § 1901 and implemented through RFO 12.201-1 Simplified Procedures. The acquisition will be issued as a Request for Quotations (RFQ) for food service equipment required to support Camp Lejeune dining facilities.
The procurement specifies thirteen items of equipment from designated manufacturers, including ice makers (Hoshizaki), cold food well units (Delfield), heat lamps (Hatco), induction ranges (Vollrath), refrigerated merchandisers (Delfield), plate and dish dispensers (Lakeside Manufacturing), sandwich preparation refrigerators (Traulsen), griddles (Vulcan), and dishwashers (Hobart). The J&A justifies brand name requirements based on: standardization with existing dining facility equipment; proven performance and reliability to minimize operational disruptions; compatibility with current replacement and repair parts maintained by the Logistics Readiness Center Maintenance Contractor; interchangeability of components across Camp Lejeune facilities; reduced maintenance costs and repair time; and the existing training of personnel on these specific brands. The awardee is required to provide installation, removal, and disposal services. An RFI was issued September 17, 2025, closing September 24, 2025. To encourage competition, the final solicitation will be issued full and open with Hubzone price preference while maintaining the brand name requirement. The contracting officer determined the anticipated cost to the government will be fair and reasonable.

DLA Troop Support Subsistence
1. Defense Logistics Agency (“DLA”) Troop Support, Subsistence Supply Chain, is the contracting activity.
2. The action being approved is the ability to solicit brand name only items for DLA requirements on an Other than Full and Open Competition basis.
3.
U.S.C § 1901 and is implemented by the Federal Acquisition Regulations (“FAR”). This
Competition, and the applicable procedures are in RFO 12.201-implemented by the Department of War Class Deviation to FAR Parts 12 and 13.Only one responsible source and no other supplies or services will satisfy agency requirements.
4. This acquisition will be issued as a Request for Quotations (RFQ) for supplies required to meet DLA’s needs. The following items are required as Brand Name Only:
Item Description Manufacturer/Model
Further, the awardee will be required to meet installation requirements that include the installation of the new item(s) as well as removal and disposal of any replaced items.
5. There are several reasons why the brands of items/models listed in paragraph 4 are required for this procurement. The customer’s dining facility currently uses this equipment, and newly-procured equipment will serve as a replacement that will serve to standardize dining facility equipment. The Brand Name items are required by the customer’s local maintenance teams for the following reasons. First, Second, the requested equipment has proven to withstand and properly perform under the extensive usage from the output required by the dining facility. Utilizing the required brands would minimize the risk of malfunction and failure. Failure of equipment prior to its life cycle end date will cause a disruption in feeding operation and incur additional costs for repair or replacement.
Furthermore, the customer has current replacement and repair parts for this equipment.
The team is well-equipment. The equipment is used throughout all Camp Lejeune Mess Halls which allows for rapid access to repair parts between multiple facilities, and therefore purchase of brand-name items will ensure all facilities at Camp Lejeune are capable of continuing their feeding load.
Lastly, purchase of the brand-named equipment will also lower costs for replacement parts (i.e. wheels, pins, racks, etc.) and make components interchangeable and standardized throughout the entire region; therefore, saving maintenance dollars, while reducing repair time. The customer’s Logistics Readiness Center Maintenance Contractor maintains common repair parts for the equipment to keep downtime to a minimum. Using other brands of equipment would make The government contractor these brands for operation and maintenance.
. All equipment, maintenance and repairs are provided by , who have trained personnel on the existing equipment. Introducing new equipment, new models and new manufactures will require to receive not only maintenance and repair training but operator training. The labor cost of maintenance and repairs are initially paid by but are ultimately reimbursed by the government. Training personnel on new unfamiliar equipment and receiving parts from multiple vendors will generate additional costs. This applies to all items under this acquisition.
6. The items being procured are publicly available commercial items, this acquisition is being issued as brand name only.
