About this file

This is a Darfur Contracting Act Vendor Certification form (CAL FIRE-720) from the California Department of Forestry and Fire Protection, under the State of California Natural Resources Agency. The form requires vendors to certify their business activities related to Sudan, specifically whether they have conducted operations outside the United States within the previous three years. Vendors must complete one of three certification options: 1) confirming no business activities outside the US, 2) acknowledging status as a scrutinized company with DGS permission to bid, or 3) declaring business activities outside the US while certifying they are not a scrutinized company.

The form provides a detailed definition of a "scrutinized company" under Public Contract Code Section 10476, which pertains to companies operating in Sudan involved in power production, mineral extraction, oil-related activities, or military equipment production. The code outlines seven exemptions that would allow a company to avoid the "scrutinized company" designation, including operations conducted under contract with southern Sudan's regional government, providing services to marginalized populations, or having formal plans to cease operations within one year.
