STATEMENT OF WORK

High-Speed Internet Service to Five CACO Facilities

CAPE COD NATIONAL SEASHORE

99 Marconi Site Rd., Wellfleet, MA 02667

06/12/2022

Background Cape Cod National Seashore seeks high-speed internet service to five remote facilities. The current service at these locations is inadequate at best in meeting the functions and business requirements of park operations to perform required duties in carrying out the DOI/NPS/CACO mission. The Race Point Ranger Station is the operating facility of critical life and safety functions that has been debilitated due lack of adequate and at times functioning connectivity. Also, there is a fee permitting office at that location that provides visitor services for over-sand beach driving. The North Atlantic Coastal Laboratory is the hub of all CACO natural science programs and, also is debilitated in their-data intensive programs due to connectivity issues. Furthermore, increased speeds and bandwidth will provide better opportunity for improvements to the park’s Land Mobile Radio (LMR) system that is critical to public safety as well as reducing hardware costs of information technology equipment and security of federal government systems through more timely updating and patching for vulnerabilities.

Objectives The goal of this project is to establish high-speed internet service at five CACO locations and provide internet service for one year.

Scope This project is to install high-speed internet and provide internet service for one year at the following five locations:

1. Race Point Ranger Station - 200 Ranger Station Rd, Provincetown, MA 02657 (42° 4'43.70"N, 70°13'13.11"W)

2. North Atlantic Coastal Laboratory - 32 Old Dewline Road, Truro, MA 02652; (42° 1'58.00"N, 70° 3'26.91"W)

3. Province Lands Visitor Center - 171 Race Point Rd, Provincetown, MA (42° 4'26.47"N, 70°12'18.97"W)

4. Race Point Fee Booth – Race Point Rd, Provincetown, MA 02657 (42° 4'42.07"N, 70°13'4.46"W) (no street address)

5. North District Operations Facility - 23 Tin Pan Alley, Provincetown, MA 02657; (42° 3'53.25"N, 70°11'29.24"W)

There will be a separate option for an additional year of service at each location.

The contractor will provide all labor, materials, equipment, and hardware necessary to provide the sites with high-speed internet connectivity. All work performed under this contract shall be done in accordance with applicable local, State, and Federal codes, bylaws and ordinances in effect at the time of this work. The contractor must minimize disturbance to the site to the greatest extent possible unless directed otherwise.

The park will use existing interior office network cabling for distribution of internet service to computers and other networked equipment within the locations. The park will request the LAN-to-LAN devices as needed using current National Park Service (NPS) procedures to extend internet service and access to the Department of the Interior (DOI) wide area network.

Technical Specifications

24x7 High Speed Internet Service 50 mbps up/down with options for increased speed No data caps At Least 2 Static IP addresses configured at the location Technical Support including on-site maintenance and repair of contractor-provided equipment

Contractor Requirements The contractor must comply with all regulations and permitting requirements. The contractor must complete a survey-level right of way plan using a mapping standards template provided by NPS. The contractor must be an internet service provider who is authorized to perform the utility work required to provide internet service. Contractor must be in SAM.gov prior to award of the contract.

Site Visit: The government highly recommends all potential offerors schedule and complete a site visit.

If a vendor does not complete a site visit, it does not relieve them of the accuracy of their pricing.

Deliverables Provide necessary cabling and equipment to provide high-speed internet connectivity to the specified locations.

The contractor shall provide documentation on the hardware installation and any warranties electronically.

The contractor shall provide all circuit identification numbers for each location electronically.

Options

1. One additional year of service at each location

Delivery Schedule Up to six months for high-speed service to be available at the specified locations after award of contract.

If more than six months is needed for permits, construction, or 106 compliance, it will be granted as necessary.

Payment Vendor will need to submit invoices through https://www.ipp.gov for payment approval and processing.

Work and Weather Limitations Regular work hours are between 7AM to 5PM Monday through Friday. Unless otherwise requested and approved in advance, no work shall take place after hours, on holidays or weekends. Requests must be made 48 hours in advance.

The Contractor shall be responsible for storage of all materials and equipment; the Park must approve contractor’s use of any space on the site in advance.

While not expected, it is possible that buried archeological features or deposits may be located in the vicinity of the project. Work must be stopped immediately if there is discovery of any such articles, and the Contracting Officer’s Representative must be notified at once. A government Archeologist/Historian may monitor ground disturbing work and has the authority to stop the work if any potential archeological resources are unearthed.

Security The contractor shall provide a work schedule to the Contracting Officer’s Representative (COR) to alert all staff and law enforcement personnel of work areas. Any building access will need to be coordinated with the COR and scheduled between the hours of 7:00 am – 5:00 pm EST Monday through Friday. A schedule of exterior work will be provided to the COR; anticipated hours for exterior work will 6:00 am – 6:00 pm Monday through Friday.

Utilities and Services Contractor shall be responsible for locating and preventing damage to known utilities. If damage occurs, repair utility at no additional expense to the Government. Notify Contracting Officer and utility companies of proposed locations and times for excavation. If damage occurs to an unknown utility, repair utility. An equitable adjustment will be made in accordance with the Changes clause of the contract.

Electric Power Service: Electric power from existing system is normally available for use during construction without metering and without payment of use charges. Provide connections and extensions of services as required for construction operations without any additional permit costs.

Arrange with utility company and government for time when service can be interrupted, if necessary, to make connections for temporary services. If electric power is not available, contractor shall provide temporary power at no additional cost to the contract for project use.

The Contractor is responsible for contacting Dig Safe (#811) or other approved utility marking entity for pre-marking of all underground utility locations within project area prior to any ground disturbance.

Prior to commencement of any on-site work, provide Contracting Officer with copies of proof of pre-marking from utility marking entity.
