About this file
This is an Addendum (No. 2) issued by the Town of Dillon for the Disinfection Contact Time (CT) Improvements Project, released on July 30, 2024. The addendum modifies the original contract documents and provides updates for potential bidders, with the bid opening scheduled for Thursday, August 8, 2024, at 2:00 pm via MSTeams. The addendum includes revisions to the project manual, specifically updating the Agreement to extend contract times from 180 to 450 days for substantial completion and from 210 to 480 days for final payment. The document also addresses various technical clarifications, including corrections to drawing references, addition of a pipe and valve schedule, and resolving questions about specific project details.
The addendum indicates that the existing water storage tank must be online and operational during the irrigation season from June 1 through September 15, 2025, with the goal of achieving substantial completion and an operable system by June 1, 2025. The contractor may be required to provide a detailed construction schedule justifying the extended contract length while maintaining service during irrigation. The modifications reflect potential flexibility in project timing, with the town open to negotiating contract times based on a detailed and reasonable construction schedule. The project involves improvements to the water treatment plant's disinfection contact time system, including modifications to clearwell infrastructure and associated piping and instrumentation.

PROJECT QUESTIONS
A. Please confirm the Bid Opening date and time; Addenda 1 had conflicting information.
Response: The Bid Opening is scheduled for Thursday, August 8, 2024, at 2:00pm. The meeting will be open to the public and will be hosted on MSTeams with the following call in information:
B. What is the engineer's estimate for this project?
Response: Please refer to Addenda 1 for response to previously asked question.
C. The specifications refer to a Pipe Schedule and Valve Schedule but are not in specifications or on drawings. Will pipe and valve schedules become available? There is Steel piping called out on drawings but no specifications for steel piping. Specification section 400523 and 400524 are referenced but not included. Will these specifications become available?
Response: Please refer to drawing G-006 added to the Contract Drawings to include requested
Pipe and Valve Schedules. Steel pipe internal to both welded steel tank and clearwell no.2 analytical building is specified under Section 43 01 40.19 Rehabilitation of Aboveground Steel
Water Storage Tanks. Note, this Section 43 01 40.19 includes the steel pipe specifications. Also note that epoxy coating and lining systems for both the steel pipe and the submerged ductile
PLUMMER ASSOCIATES, INC. C900 - PAGE 3
iron pipe to be installed in the existing clearwell are to be the same as the tank coatings as specified in 09 97 13, 24 Steel Water Storage Tank Painting.
Sections 40 05 23 and 40 05 24 are not included in the Contract Documents; refer to updated sections 40 05 06 and 40 05 07 for deletion of references to these sections.
D. The spec references a pipe schedule. Please provide piping schedule.
Response: Please refer to response above.
E. Page C007 references spec section 33 01 11, which doesn't appear to be in the spec book.
Please provide.
Response: Please refer to updated Contract Drawing C-007 correcting the specification section reference error noted.
F. Page C008 references spec section 43 01 40.19, which doesn't appear to be in the spec book.
Please provide.
Response: Please refer to Project Manual pdf page 640 for Section 43 01 40.19 Rehabilitation of
Aboveground Steel Water Storage Tanks.
G. Page C004 note 8 states 24" storm drain RCP pipe to be removed and replaced as necessary. Is removal and replacement required, or anticipated? As in, can we leave it be if we can support it?
Response: Removal of storm drain not required, intent of note is to call special attention to the area of Work. The existing storm drain may remain if it can be properly supported and not damaged during construction.
H. Page PID002 Process Description paragraph calls for a fabricated spool between valves WP-BFV-
701 and WP-BFV-704 for bypassing. Shown in the PID drawing however, are valves WP-BFV-101 and WP-BFV-104. Are valves 101 and 104 intended to be 701 and 704? I believe these valves are shown elsewhere on the drawings, just confirming here.
Response: Please refer to updated Contract Drawing PID-002 correcting the typographical error noted.
I. C004 note 7 states all piping buried with depth less than 8 feet are to be insulated. Does this include the 4" drain line, or is the intent to insulate only process and finished piping?
Response: Note 7 applies to pressure pipe. Gravity pipe such as the 4” drain line does not need to be insulated when bury depth is less than 8 feet.
J. Page C002 states "remove and dispose" for most pieces of piping. Does owner have any interest in salvaging the gate valves or is the intent to get rid of them?
Response: Refer to updated Contract Drawing C-002 for clarification on valve salvage.
K. As mentioned at the jobwalk, the city seemed to be open to changing the contract length for the project. We would like to propose that the 180 days for substantial completion time start whenever the contractor fully mobilizes on-site rather than when the Notice to Proceed is
PLUMMER ASSOCIATES, INC. C900 - PAGE 4
signed. To complete this contract with winter weather, we would propose a springtime mobilization.
Response: Refer to updated Agreement that extends the contract times. The existing water storage tank must be online and operational during the irrigation season June 1 through Sept 15, 2025. Therefore, the goal is to achieve substantial completion and an operable system by June 1, 2025. The Contractor shall manage the construction schedule accordingly. If needed, the Contractor, after award of the project, may provide a detailed construction schedule justifying additional contract length with the ability to maintain service during the irrigation. The schedule will be reviewed by
Owner and Engineer to negotiate modifications to the Agreement contract times as justified and reasonable.
