This Performance Work Statement (PWS) establishes requirements for the refurbishment of two Elwell Parker main lift cylinders (PN: 7790300-2) used for shaft replacement operations at Puget Sound Naval Shipyard (PSNS). The contractor must perform a complete rebuild/remanufacture of the cylinders within 4-6 weeks from contract award. The Government will furnish the two cylinders; the contractor must supply all tools, test equipment, parts, ancillary equipment, facilities, and services necessary to complete the work. Work will be performed at the contractor's facility, with the contractor responsible for coordinating pickup from PSNS and delivery upon completion.

The contractor must execute disassembly, inspection, and repair actions including: complete disassembly and visual inspection of all components; cleaning of all parts; replacement of all seals and wear items; repair of damaged threads; preparation and welding of rod seal grooves, extrusion lands, and wiper grooves as needed; restoration of fit and finish through honing, grinding, polishing, chrome plating, flame spraying, weld cladding, and machining; and exterior preservation using Safety Yellow PSX700 epoxy enamel paint. After repairs, minimum testing must include pressurization to 2500 psig using ISO 32 hydraulic oil with zero leakage allowed, and full extension/retraction cycles with smooth operation and no stiction permitted. The contractor may recommend additional repair items beyond the scope (not to exceed $40,000.00) for Government approval via contract modification. Three key deliverables are required: a findings and replacement recommendations report within 24 hours, a components replaced report within 24 hours of completion, and written pressure testing results within 24 hours of completion, all submitted to the Technical Points of Contact in PDF format.
