Section C - Description/Specifications/Statement of Work

Statement of Work for Grounds Maintenance at Naval Undersea Warfare Center Detachment Pacific (NUWC

DETPAC) at Bldg. 977 Campbell Industrial Park, Kapolei, Hawaii

1.0 Background:

Naval Undersea Warfare Center (NUWC) Hawaii has a requirement to perform grounds maintenance services at its Bldg. 977 compound, located at Barbers Point, in Kapolei, Hawaii.

The area of performance covers 1.021 acres and includes all grounds within the compound's wire-mesh security fence, a three (3) foot firebreak outside the fence and along the driveway, and the turning radius of a separate cattle gate. The compound itself consists of a two-story building, a trailer annex, two towers, and a radome on a concrete equipment pad.

1.1 Key operational and environmental factors include:

1) Obstacles: Contractors must work around several structures within the fence line, including abandoned concrete equipment pads, antenna platforms, four perimeter sensor towers, and at least one aboveground cable.

2) Vegetation: The site's vegetation is characterized as kiawe, Koa haole, invasive grasses, and coastal strand, including Naupaka.

3) Seasonal Growth: Vegetation growth is most rapid during the rainy season, which typically occurs from November to March.

1.2 Special considerations:

1) Historical Significance: The work site is part of the Barbers Point Light historical landmark. All work must be conducted with care to preserve the site's historical integrity.

2) Protected Species Proximity: A fenced, designated Hawaii Department of Land and Natural Resources (DLNR) protected area is located across the driveway to the compound. This area contains the protected species Achranthes rotundata ("Ahinahina") approximately 130 feet northeast of the compound fenceline and is strictly outside the area of work defined in this SOW.

2.0 References: None

3.0 Requirements:

3.1 The contractor shall furnish all labor, supervision, management, tools, materials, equipment, transportation, incidental engineering, and other items necessary to provide services outlined below:

3.2 The contractor shall use industry best commercial practices to perform the following three times per year (February, May, and September):

1) Cut grass to less than three inches and remove all weeds, within the compound fence line.

2) Clear three (3) feet of firebreak, immediately outside the compound fenceline, of all bush limbs, grass, and weeds.

3) Clear northern perimeter of driveway, up to DLNR fenceline, of all bush/tree limbs, grass, and weeds.

4) Clear the approximately 12 foot turning radius of the cattle gate of all bush limbs, grass, and weeds.

3.3 Attachments:

1) Groundskeeping Map

3.4 Period of Performance: The period of performance shall not exceed 365 days. Normal working hours are 0700-1500, five days per week, Monday through Friday, except observed Federal holidays. To ensure the security of the facility at night, contractor must be off property before 1530. Weekend work is not authorized.

3.5 Protection of Government Property: During execution of this work, the contractor shall protect Government property. The contractor shall return areas damaged as a result of negligence to their original condition at no cost to the Government.

3.6 Safety: Contractor's personnel and equipment shall comply with applicable local, state, and federal safety regulations and policies.

3.7 Environmental Protection: The contractor shall comply with all applicable local, state, and federal environmental regulations and policies. Specifically at the work site:

1) The use of herbicides is prohibited. Digging and trenching are prohibited. No native plants will be intentionally introduced for landscaping or any other reason. Any new growth of non-native plants will be cleared by mechanical means. If any listed species become established within the Bldg. 977 compound, they will be protected in place and allowed to expand naturally.

2) The Contractor shall ensure all mowing equipment is outfitted with a portable fire extinguisher (PFE) with a minimum rating of 5-B:C or 2-A. A spill kit must be readily available on-site and stored within use of the equipment. Any on-site refueling must utilize a spill-proof container and a drip pan to prevent ground contamination.

3.8 Disposal: The contractor shall dispose of debris, rubbish, and other waste, resulting from this work, off Government property at the end of each workday and disposed of in accordance with Federal, State, and local laws and regulations.

3.9 Proof of Citizenship: No employee or representative of the contractor will be admitted to the site of work unless satisfactory proof of U.S. citizenship is furnished.

3.10 Security: Access to this off-base, secure compound requires no formal badges or base access, however an authorized government escort is required for entry to site. At minimum, allow one (1) day advance notice for site visit requests. Within the compound, electronic devices and photographs are prohibited.
