About this file

This is a Justification and Approval for Other Than Full and Open Competition document for a simplified acquisition under the micropurchase threshold.

The National Park Service at Kalaupapa National Historical Park requires temporary lodging for displaced NPS staff due to an inoperable water system. On September 3, 2026, the park's temporary water system failed, and water levels reached critical levels by September 11, 2026, necessitating immediate evacuation of staff from park housing. The procurement is for 7 hotel rooms from September 12 through September 26, 2026 (15 nights), with an estimated water system repair timeframe of 14 days. The justification cites urgent and compelling circumstances as the basis for other than full and open competition, as September 12, 2026 is the first available flight date for staff departure and the first night lodging is required. The contracting officer determined that Holiday Inn Express Waikiki (2058 Kuhio Avenue, Honolulu, HI 96815, UEI#LWHWAL4NDX24) is the only property registered in SAM with availability for the required number of rooms during the needed timeframe. Market research was conducted by the Regional Chief of Contracting to identify available vendors. The document is signed by Nancy Holman, Superintendent, and Liset Gomez, Contracting Officer. If the anticipated cost exceeds $50,000, approval from a Warranted Individual one level above the Contracting Officer is required.

JUSTIFICATION & APPROVAL FOR OTHER THAN FULL AND OPEN COMPETITION

for SIMPLIFIED ACQUISITIONS OVER THE MICROPURCHASE THRESHOLD (See FAR

Part 2) UP TO SAT (See FAR 13.106-1)

Date: 09/12/2026 PR Number: 0044058870

1. Nature and/or description of the item/service being procured and its intended use (include the anticipated cost):

The National Park Service (NPS), at Kalaupapa National Historical Park has a need for temporary lodging for displaced NPS staff from NPS quarters due to inoperable water system/housing. NPS staff have been troubleshooting the water system for several weeks and implementing a plan for diagnostic and repair, including mandatory water restrictions and the removal of all non-essential staff and all staff who have a primary residence outside the park to conserve water. In the meantime, the NPS has been operating a temporary system. On Sept 3rd the temporary system failed, and the park has been unable to pump water since that date. The water levels have dropped to a critical level and we can no longer support the remaining housing units. Based on diagnostics and specialized equipment needs, the current timeframe for repair for the system and return to normal water function is at least 14 days.

2. Sole Source Justification rationale (Check one and explain below):

______ Only one responsible source.

X Urgent and compelling circumstances exist. Include critical delivery or performance dates, and when you became aware of the requirement. Provide a specific statement of the impact on Government operations, financial or otherwise, if the required delivery or performance dates are not met.

______ Other _____________________________________________________

Explain: On Sept 3rd the temporary system failed and the park has been unable to pump water since that date. Community water system reached critical levels on 9/11/2026 requiring remaining staff to move out of quarters. Staff with primary residence in park housing have been displaced and require NPS furnished lodging per their quarter’s agreement. 9/12/2026 is the first day for flight availability for staff to leave the park and is the first night lodging is required. This hotel was the only property in SAMS with availability for the number of rooms needed. Estimate for water system repair is 14 days.

3. Market Research. Please explain the results or why one was not performed. State whether any other offers were received or anyone expressed interest:

Regional Chief of Contracting was contacted of this urgent need and was able to locate Holiday Inn Express Waikiki, 2058 Kuhio Avenue, Honolulu, HI, 96815 United States that is registered in SAM (UEI#LWHWAL4NDX24) and has availability for September 12 through September 26 for 7 rooms.

4. If this is a determination for sole source, the contracting officer certifies:

a. Only one source is available, or urgent and compelling circumstances exist.

b. The anticipated price will be determined fair and reasonable using the price analysis techniques described in FAR Part 13.106-3(a).
