About this file

This is a Notice of Intent to Award a BPA Call Order for vegetation management services. The USDA Forest Service, Procurement Operations, Land Management Division intends to award a competitive BPA Call Order against the Land Management Integrated Resources (LMIR) BPA to secure mastication services at Lower Joseph Cottonwood, Wallowa-Whitman National Forest in Baker City, Oregon. The LMIR is a national multiple-award BPA available to all federal agencies and encompasses various work categories including Professional Services, Natural Resources Restoration, Engineering, Project Management, and NEPA compliance. This procurement is restricted to the 148 approved companies currently eligible for call orders under the LMIR BPA for the USDA Forest Service.

This is a competitive solicitation issued via the BPA mechanism rather than a traditional request for proposals. The call order will be distributed via email to all companies listed on the LMIR BPA, and any subsequent modifications will similarly be communicated electronically. Interested parties should reference solicitation number 12363N23Q4023 on SAM.gov to access information about the continuous LMIR BPA. The point of contact for inquiries is sm.fs.lmirbpa@usda.gov. The government will not provide feedback or evaluations on submissions, but the LMIR BPA remains open for accepting responses throughout its contract period.

INDIVIDUAL UNIT INFORMATION SHEET

Wallowa-Whitman National Forest, Wallowa Valley Ranger District

Mastication Units Masticate understory trees up to 9” diameter at breast height (DBH) to achieve spacing of 20’ by 20’.

Any large diameter Western larch, ponderosa pine, or Douglas-fir trees ≥ 20”: remove all 9 inch and below conifer trees from a 50-foot radius.

· When available, and where appropriate, incorporate wildlife patches or skips in units. Patches are desirable and should be in groups of 3-10 trees up to ¼ or ½ of an acre and can be of any shape, circular, sinuous, horseshoe, etc.

· The following should be used for wildlife patches if encountered.

· Springs and seeps

· Large shrubby areas

· Clumps of large snags

· Areas with high concentrations of already down wood

· Leave Tree spacing 20’ variable

· Leave tree priority: Western Larch / Ponderosa Pine and Douglas Fir.

· Retain a smaller well-formed vigorous priority tree over a larger secondary tree.

· Leave tree secondary choice: Any other species not listed above except Lodge Pole Pine being the least desirable.

· Cut all Juniper trees under the 9 inch DBH regardless of spacing.

· healthy, well-formed understory trees <9 inch DBH can be left on a variable spacing if they pose no ladder fuel risk to large leave trees.

· DO NOT CUT any 5 needle tree species such as White Bark Pine or Western White Pine. DO NOT CUT Aspen or other hardwood trees.

· Units that boarder roads:

· Remove all species of trees 10’ from road prism and/or to top of cut bank up to the 9” DBH limit.

· Some units may have no tags placed along road just flagging. Be sure to stay within flagging if placed just off the road.

*Safety protocols such as extra signage or road guards for traffic control may be required for units adjacent to forest roads.
