About this file
This is a Health, Safety and Environmental Specifications document (Exhibit E, Level 1) for RFP 260564 issued by the Orange County Transportation Authority for the Interstate 5 Improvement Project from the San Diego County Line to Avenida Pico. The specifications establish mandatory health, safety, and environmental compliance requirements that all contractors, subcontractors, suppliers, and employees must follow throughout the project duration. The contractor bears sole responsibility for identifying hazards, implementing appropriate controls, and ensuring safe work practices. Violations of safety standards, repeated unsafe acts or conditions, non-compliance with Authority HSEC requirements, or disregard for these specifications may result in corrective actions ranging from work suspension and site removal to contract termination at the Authority's discretion.
The specifications require contractors to comply with all applicable federal, state, and local health, safety, and environmental regulatory requirements and develop corresponding programs as needed. Contractors must immediately notify the Authority's designated representative of any incidents, including property damage, Cal/OSHA recordable or reportable injuries and illnesses, first aid cases, near-miss incidents, environmental incidents such as spills or releases, and any inspections or visits by outside agencies. A written preliminary incident report must be submitted to the Authority's Project Manager within 24 hours of any incident. Serious injuries, Cal/OSHA recordable injuries or illnesses, serious incidents, or significant near-miss events may require formal incident investigation submittal and review as directed by the Authority.
