About this file
This is a Level 2 Health, Safety and Environmental Specifications exhibit for RFP 260548 issued by the Orange County Transportation Authority (Authority) for Freeway Service Patrol Services. The specification document outlines comprehensive health, safety, and environmental (HSE) requirements that contractors, including all subcontractors, suppliers, and employees, must comply with throughout the project term. The contractor must adhere to all Authority HSE compliance requirements, project site requirements, and applicable bus yard and rail safety rules. The specification emphasizes that contractors bear sole responsibility for identifying hazards, implementing appropriate controls, and ensuring safe work planning and execution. A designated Health and Safety Representative who qualifies as a Qualified Individual must be assigned to manage compliance and identify, evaluate, and resolve HSE-related issues. Prior to performing any work activity, contractors must evaluate hazards associated with the scope of work and work environment, with documentation of these evaluations required.
The specifications establish mandatory incident notification and investigation protocols, requiring immediate verbal notification to the Authority's designated representative of any incidents including property damage, recordable injuries or illnesses, environmental incidents such as spills or releases, and outside agency inspections. Written preliminary incident reports must be submitted to the Authority's Project Manager within 24 hours, with formal investigations required for serious injuries, recordable injuries or illnesses, and significant near-miss events. Contractors must provide all necessary tools, equipment, and safety protective devices required for compliant work performance and must instruct all employees and subcontractors in hazard identification and mitigation. Environmental compliance requirements include adherence to all federal, state, county, municipal, and local environmental laws governing noise, air quality, water quality, storm water, hazardous materials, contaminated soils, and cultural or archaeological resources, as well as regulations related to hazardous and non-hazardous waste handling, recycling, and disposal. Violation of safety standards or disregard for the safety specification's intent may result in corrective action up to and including suspension of work, site removal, or contract termination at the Authority's sole discretion.
