About this file
This file is Exhibit B of Request for Proposals (RFP) 260548 issued by the Orange County Transportation Authority for Freeway Service Patrol (FSP) services across five service areas in Orange County, California. The RFP solicits pricing for FSP operations from October 3, 2027, through October 1, 2033, covering five service areas: SR-91 (5 tow trucks and 3 backup vehicles), SR-22 (3 tow trucks and 2 backup vehicles), I-405 (3 tow trucks and 2 backup vehicles), I-5 (3 tow trucks and 2 backup vehicles), and SR-55 (3 tow trucks and 2 backup vehicles). Offerors must submit firm-fixed hourly rates per Vehicle Service Hour (VSH) for each service area on this price summary sheet through OCTA's OpenGov Procurement portal. The proposal submission deadline is October 27, 2026, at 2:00 p.m., with a pre-proposal conference on October 5, 2026, and a questions deadline of October 7, 2026. The Board of Directors is anticipated to make a final award decision on February 8, 2027, with site visits and interviews scheduled for November 11-18, 2026.
Pricing must be submitted as firm-fixed VSH rates that remain constant throughout the contract term with no modifications allowed. Offerors must provide rates for 13 diesel fuel price brackets ranging from $2.01 to $15.00 per gallon, with evaluation based on Rate #6 ($6.01–$7.00 per gallon) for all applicable fiscal years. Monthly VSH rates will be adjusted based on the actual California Diesel No. 2 Ultra Low Sulfur price from the U.S. Energy Information Administration. All quoted rates must comprehensively cover vehicles, facilities, fuel, maintenance, equipment, labor, training, supervision, insurance, overhead, profit, and all other direct and indirect costs necessary to perform FSP services. The total contract budget is $54,303,124 over the six-year term. Offerors must acknowledge receipt of the RFP and any addenda, confirm their offer remains firm for a minimum of 120 days, and provide their company name, business license number, license classification, authorized signatory information, and contact details on the price summary sheet.

RFP 260548
EXHIBIT B
REVISED PRICE SUMMARY SHEETS 1
REQUEST FOR PROPOSALS (RFP) 260548
FREEWAY SERVICE PATROL SERVICES
OCTOBER 3, 2027, THROUGH OCTOBER 1, 2033
Pricing Instructions:
The Offeror must submit this Exhibit B, Price Summary Sheet. No information regarding hourly rates shall be mentioned anywhere in the proposal content.
For each service area the firm is bidding on, the Offeror must provide the firm-fixed hourly rate that the Authority would be charged per approved Vehicle Service Hour (VSH) operated, for the services outlined in the Scope of Services presented in Exhibit A of this RFP. A VSH is calculated as the time within the scheduled service hours that the Freeway Service Patrol (FSP) vehicle is in service within its assigned beat area performing FSP work. VSH does not include deadhead time to or from the beat area, meal period breaks, vehicle breakdowns, training time, or any other time a vehicle is not actively patrolling its assigned beat area or providing service within the scheduled beat hours.
Annual VSH rates will be reviewed and adjusted at the beginning of each fiscal year (FY), based on the rates quoted within this document for the period. The monthly VSH rate will be determined by reviewing the monthly average price of diesel fuel, California No. 2, Ultra Low Sulfur (0-15 ppm) retail price per gallon, including tax, as reported by the United States Energy Information Administration (EIA). Additional information about the EIA is available at Homepage - U.S. Energy Information Administration (EIA). A sample of the monthly reporting information and format is included on the next page and may be found at https://www.eia.gov/dnav/pet/pet_pri_gnd_dcus_sca_m.htm. Additional EIA information and diesel fuel rate history is available at psw18vwall.xls, tab Data 6, California No 2 Diesel Retail Prices (Dollars per Gallon).
The completed Exhibit B, Price Summary Sheet, must be submitted as a separate electronic PDF file through the Authority’s OpenGov Procurement portal. The proposed firm-fixed hourly VSH rate is the only payment the Offeror will receive for all approved VSH, and must include all direct, indirect, capital, operating, profit, and any other cost and expenses related to providing FSP services. Prices quoted will be firm for the contract's life; no changes will be allowed to the VSH rate, and no other payment type will be approved for the duration of the agreement.

The following items illustrate an example of the costs that may be incurred during the ordinary course of providing FSP service. Offerors must determine appropriate pricing based on their own methods and calculations for recovering costs.
Vehicle Cost
• Cost of FSP tow trucks, support vehicles, or other vehicles (finance charges if applicable, fuel, maintenance, insurance, etc.) over the contract term. Escalation in market fuel costs during the entire contract period of performance shall not be subject to any adjustments in the Offeror's hourly "base unit rate."
• FSP Equipment (requirements list), shop radio/communications, tablet data device
Labor Cost
• Operator/supervisor/manager/maintenance/dispatcher labor (regular wages, overtime, Pension/vacation/sick benefits, workers comp, social security)
• Travel/preparation costs (pre-op inspections, time to get to the staging area, return to the tow yard, etc.)
Facility / Business Cost
• Lot/Building (office equipment, insurance, computer, supplies, etc.)
• Permits, Licenses, Fees, Registrations,
• Workers' Comp/ Liability Insurance
• Profit/ Risk & Liability trend assumptions over the life of the contract.
FSP Program Cost
• Administration (form submittal, documentation maintenance, etc.)
• FSP supplies (rain gear, uniforms, safety boots, safety vests, etc.)
• Operator training fees (proficiency, background, initial operator) and attendance (refresher)
• Fuel to be used for stranded motorists, etc.
Please refer to Exhibit A, Scope of Services, to ensure all costs are covered in the proposed pricing. Proposed firm-fixed rates must also include profit margin, capital, and other costs associated with all service requirements. Also include all expenses related to having all trucks ready with communications equipment installation within the time frame described in Exhibit A, Scope of Services.
