Level 3 Health, Safety and Environmental Specifications Summary

This document is a Level 3 Health, Safety and Environmental (HSE) Specifications exhibit for RFP 260460 issued by the Orange County Transportation Authority (OCTA) for facility and capital projects. The specifications establish comprehensive health, safety, and environmental compliance requirements applicable to all contractors, subcontractors, suppliers, and employees performing work on Authority property. Key requirements include designation of a qualified HSE Representative who must be present on-site during all construction activities and report directly to the Contractor's Project Manager; submission of compliant HSE submittals within thirty days of Notice to Proceed and prior to mobilization, including a Site-Specific HSE Work Plan, Company HSE Policy, Injury and Illness Prevention Program, and training documentation; immediate notification to the Authority of all incidents including property damage, injuries, environmental incidents, and regulatory agency visits, with formal incident investigation reports submitted within 24 hours for preliminary reports and seven calendar days for final reports; and monthly HSE reporting documenting worker counts, subcontractors, work hours, recordable injuries and illnesses, and incident rates.

The specifications detail mandatory compliance with California Code of Regulations Title 8 and all federal, state, and local health, safety, and environmental laws, with provisions addressing specialized work including confined space entry, crane operations with critical lift plans prepared by California-registered Professional Engineers, excavation operations exceeding five feet, lockout/tagout procedures, and high-voltage electrical work performed only by NFPA 70E-certified Qualified Electrical Workers. HSE Representatives must hold current BCSP certification or demonstrate equivalent education and experience, with minimum qualifications varying by project type; facility modification projects require five years of construction safety management experience with at least two years at senior level, while capital program projects require seven years of construction safety management experience with at least three years at senior level. Environmental compliance requirements include adherence to NPDES permits, Storm Water Pollution Prevention Plans, hazardous materials management, and pollution prevention protocols. The Authority reserves the right to conduct periodic compliance inspections, and contractors are responsible for all fines levied against the Authority for HSE violations arising from contractor activities.
